The Executive Session adjourned at 6:55 p.m. on Tuesday, January 19, 2010. No action was <br />required from Executive Session. <br />5. Invocation <br />Pastor Tom Ray, with Hill Country Church, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Porterfield led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Willie Kennon, 220 Hilliard, San Marcos, Texas, thanked the City Council for their proactive <br />stance regarding the revisions to the Taxi ordinance. He has one concern regarding the proposed <br />$10 flat rate, which would negatively affect locals and substantially impact his business because <br />of his overhead. He recommends that the taxi operators go with meters. He stated it costs $200 <br />for the meter and $100 to install. Meters would make it fair, and every rider could see what they <br />are being charged. <br />Chad Brown <br />• <br />662A Mill Street, San Marcos, Texas, spoke in opposition to the proposed $100 <br />flat rate for taxi fares. He provided several examples of fares that are usually lower than $10. A <br />flat rate would mean that locals would be subsidizing longer cab rides. <br />Daniella De Jongh, 1202 Thorpe Lane #310, San Marcos, Texas, spoke in favor of the multi- <br />family single-stream recycling pilot program. She is the chair of the Resources Committee for <br />Sustainable San Marcos. She reported that they have collected over 200 signatures and <br />presented the petition to the City Council requesting implementation of the program. <br />8. Staff Reports. <br />A. CIP update, including Wonder World Drive Extension Proiect, Central Fire <br />Station Proiect, and the CIP ciuarterly report by David Healey, Capital Improvements <br />Department Director. <br />David Healey, Director of CIP, presented the quarterly update, noting that four projects have <br />been substantially completed. The new central fire station will be substantially complete on or <br />around April 15. The Wonder World Drive Extension Project has an estimated completion date <br />of April or May 2010.
