Exhibit "A" <br />Scope of Work <br />This project will replace non-energy efficient appliances with Energy Star models in low income homes <br />located in San Marcos, TX. <br />Program Delivery <br />Activity #1 Review applications for assistance and determine income eligibility of applicants. <br />Activity #2 Conduct energy assessment for qualified applicants. <br />Activity #3 Install recommended Energy Star appliances and properly dispose of old <br />appliances. <br />General Administration <br />General administrative duties that will support the above activities include: <br />a. Review applications for assistance. <br />b. Review financial documents to determine income eligibility. <br />c. Maintain and submit required records, including but not limited to: applications for assistance in <br />San Marcos City limits, energy assessment results and recommendations; itemized invoices for <br />purchase/installation of recommended appliances; and recycling drop-off receipts. <br />d. Submit required status reports. <br />e. Obtain required permits (if any). <br />National Objectives <br />The Subrecipient certifies that the activities funded with EECDG funds and carried out under this <br />Agreement will meet at least one of the following EECBG Program Outcomes: <br />• Increased energy efficiency, reduced energy consumption and reduced energy costs through <br />efficiency improvements in the building, transportation and other appropriate sectors; <br />• New jobs and increased productivity to spur economic growth and community development; <br />• Accelerated deployment of market-ready distributed renewable energy technologies, including <br />wind, solar, geothermal, hydropower, biomass and hydrogen technologies; <br />• Improved air quality and related environmental and health indicators associated with the <br />reduction of fossil fuels; <br />• Improved coordination of energy-related policies and programs across jurisdictional levels of <br />governance and with other local and community level programs in order to maximize the impact <br />of this program on long-term local priorities; <br />• Increased security, resilience, and reliability of energy generation and transmission infrastructure; <br />• Leveraging of the resources of federal, state and local governments, utilities and utility regulators, <br />private sector and non-profit organizations to maximize the resulting energy, economic and <br />environmental benefits; and <br />• Widespread use of innovative financial mechanisms that transform markets. <br />Program Goals <br />The Subrecipient certifies that they will make every attempt possible to achieve weatherization and <br />appliance replacement for fifty (50) qualifying homes located within San Marcos City limits during the <br />Agreement period. Subrecipient agrees to conduct program activities in a timely manner, with a goal of <br />achieving a turnaround of no more than ninety (90) days per home, from receipt of request for assistance <br />to completion of weatherization/appliance replacement activities. <br />Performance Monitoring <br />Subrecipient Agreement 8
