Exhibit "A" Scope of Work This project will replace non-energy efficient appliances with Energy Star models in low income homes located in San Marcos, TX. Program Delivery Activity #1 Review applications for assistance and determine income eligibility of applicants. Activity #2 Conduct energy assessment for qualified applicants. Activity #3 Install recommended Energy Star appliances and properly dispose of old appliances. General Administration General administrative duties that will support the above activities include: a. Review applications for assistance. b. Review financial documents to determine income eligibility. c. Maintain and submit required records, including but not limited to: applications for assistance in San Marcos City limits, energy assessment results and recommendations; itemized invoices for purchase/installation of recommended appliances; and recycling drop-off receipts. d. Submit required status reports. e. Obtain required permits (if any). National Objectives The Subrecipient certifies that the activities funded with EECDG funds and carried out under this Agreement will meet at least one of the following EECBG Program Outcomes: • Increased energy efficiency, reduced energy consumption and reduced energy costs through efficiency improvements in the building, transportation and other appropriate sectors; • New jobs and increased productivity to spur economic growth and community development; • Accelerated deployment of market-ready distributed renewable energy technologies, including wind, solar, geothermal, hydropower, biomass and hydrogen technologies; • Improved air quality and related environmental and health indicators associated with the reduction of fossil fuels; • Improved coordination of energy-related policies and programs across jurisdictional levels of governance and with other local and community level programs in order to maximize the impact of this program on long-term local priorities; • Increased security, resilience, and reliability of energy generation and transmission infrastructure; • Leveraging of the resources of federal, state and local governments, utilities and utility regulators, private sector and non-profit organizations to maximize the resulting energy, economic and environmental benefits; and • Widespread use of innovative financial mechanisms that transform markets. Program Goals The Subrecipient certifies that they will make every attempt possible to achieve weatherization and appliance replacement for fifty (50) qualifying homes located within San Marcos City limits during the Agreement period. Subrecipient agrees to conduct program activities in a timely manner, with a goal of achieving a turnaround of no more than ninety (90) days per home, from receipt of request for assistance to completion of weatherization/appliance replacement activities.
