Consider approval of Resolution 2026-83R, approving an amendment to the Airport Operation <br /> and Management Services Agreement with Texas Aviation Partners to fund staff and services <br /> related to the implementation of the updated Airport Master Plan, in the amount of up to <br /> $90,500.00 per fiscal year, over four years; authorizing the City Manager, or her designee, to <br /> execute the amendment on behalf of the city; and declaring an effective date. <br /> 13. Consider approval of Resolution 2026-84R, approving an Interlocal Agreement with Pool <br /> Members, through the Texas Municipal League Intergovernmental Risk Pool,to acquire and <br /> access Group Critical Illness Coverage for qualifying retired firefighters and peace officers as <br /> required by House Bill 4144, passed in the 89th Texas Legislative session; authorizing the City <br /> Manager, or her designee, to execute said agreement and other documents necessary to <br /> acquire the coverage on behalf of the city; and declaring an effective date. <br /> PUBLIC HEARINGS <br /> 15. Receive a Staff presentation and hold a public hearing to receive comments for or against <br /> Resolution 2026-86R, approving an eighth amended and restated development agreement with <br /> Lazy Oaks Ranch, LP, and affiliates, and Hays County governing the development of the La <br /> Cima subdivision near the intersection of Old Ranch Road 12 and Wonder World Drive to <br /> incorporate procedures previously approved by the City Council for the issuance of debt by the <br /> La Cima Municipal Management District No. 1; authorizing the City Manager, or her designee, <br /> to execute the agreement on behalf of the city; and providing an effective date; and consider <br /> approval of Resolution 2026-86R. <br /> Director of Planning and Development Services Terry Floyd presented the <br /> Eighth Amendment to the La Cima development agreement, noting that it <br /> formalizes existing financing structures: the three Public Improvement Districts <br /> and the newly created La Cima Municipal Management District No. He <br /> explained that the district was authorized by 2025 state legislation and <br /> development's size or land uses but adds the district as an additional financing <br /> tool. The Planning and Zoning Commission reviewed the item in April and was <br /> not required to take formal action.
