Mr. Diaz stated the flyer involved him in the literature. He stated citizens still want to make this an issue, but he feels the City does not need to pursue it. He also stated the community needs to move on and bring this issue to a close. Mayor Habingreither stated he would like to continue to pursue the investigation. The Council agreed by consensus not to pursue the investigation. Mayor Habingreither introduced a discussion regarding holding a Special Meeting to discuss Council rules of procedure. Mr. Mihalkanin stated he would like to add this item to the Executive Session. He also stated he does not feel a need for a Special Meeting. Mr. Thomaides agreed with Mr. Mihalkanin regarding discussing this in tonight's Executive Session. Ms. Narvaiz stated she was not comfortable with the weapon bein~ used for demonstration in the Citizen's Comment Period tonight. The Council agreed by consensus to add this discussion to the Executive Session. Mayor Habingreither introduced the City Council's Report.1) Ms. Narvaiz stated Grande Communications will be sponsoring the 5th Annual Thanksgiving Fest, which will be held at Allen Wood Homes. 2) Ms. Narvaiz stated she attended a neighborhood meeting. She complimented Dan Rogers, Director of Economic Development, for attending the meeting and for speaking with citizens. 3) Ms. Narvaiz congratulated Texas State University-San Marcos for winning the Ethics Award. 4) Mr. Thomaides stated he attended the CONA meeting last week. He thanked Carol Barrett, Planning Development Director, and Mr. Dan Rogers for their presentations. 5) Mr. Mihalkanin stated he would like Staff to coordinate transportation to the CAMPO meeting on Monday, November 17, 2003. Mr. O'Leary stated he would be coordinating transportation and speakers for the Public Hearing. 6) Mr. Diaz thanked the Council for their participation in the Veteran's Day Parade. Mayor Habingreither introduced an Executive Session pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding pending litigation, contemplated litigation, a settlement offer, or a matter involving attorney-client privilege (Rodriguez vs. City of San Marcos); Sections 551.072 and 551.073, to discuss the purchase of real property (Wonder World Drive area) and Section 551.074, to discuss the duties of the Mayor and City Council Members. Mr. Mihalkanin moved the Council adjourn into Executive Session at 10:05 p.m. and Ms. Narvaiz seconded the motion, which passed unanimously. Mr. Mihalkanin moved the Council reconvene at 10:51 p.m. and Mr. Taylor seconded the motion, which passed unanimously. Mayor Habingreither introduced an additional discussion regarding Service Plans for Subareas D and E of the Southwest San Marcos Annexation Area, which was discussed earlier. The Council agreed by consensus for the Workshop to held at 6:00 p.m. - 10:00 p.m. on Monday, November 25, 2003, with a Citizens Comment Period from 6:00 p.m. until 6:45 p.m.
