Mr. Diaz stated the <br />flyer involved him in the literature. He stated citizens still want to <br />make this an issue, but he feels the City does not need to pursue it. He <br />also stated the community needs to move on and bring this issue to a <br />close. Mayor Habingreither stated he would like to continue to pursue the <br />investigation. The Council agreed by consensus not to pursue the <br />investigation. <br /> <br />Mayor Habingreither introduced a discussion regarding holding a Special <br />Meeting to discuss Council rules of procedure. Mr. Mihalkanin stated he <br />would like to add this item to the Executive Session. He also stated he <br />does not feel a need for a Special Meeting. Mr. Thomaides agreed with Mr. <br />Mihalkanin regarding discussing this in tonight's Executive Session. Ms. <br />Narvaiz stated she was not comfortable with the weapon bein~ used for <br />demonstration in the Citizen's Comment Period tonight. The Council agreed <br />by consensus to add this discussion to the Executive Session. <br /> <br />Mayor Habingreither introduced the City Council's Report.1) Ms. Narvaiz <br />stated Grande Communications will be sponsoring the 5th Annual Thanksgiving <br />Fest, which will be held at Allen Wood Homes. 2) Ms. Narvaiz stated she <br />attended a neighborhood meeting. She complimented Dan Rogers, Director of <br />Economic Development, for attending the meeting and for speaking with <br />citizens. 3) Ms. Narvaiz congratulated Texas State University-San Marcos <br />for winning the Ethics Award. 4) Mr. Thomaides stated he attended the CONA <br />meeting last week. He thanked Carol Barrett, Planning Development <br />Director, and Mr. Dan Rogers for their presentations. 5) Mr. Mihalkanin <br />stated he would like Staff to coordinate transportation to the CAMPO <br />meeting on Monday, November 17, 2003. Mr. O'Leary stated he would be <br />coordinating transportation and speakers for the Public Hearing. 6) Mr. <br />Diaz thanked the Council for their participation in the Veteran's Day <br />Parade. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Rodriguez vs. City of San <br />Marcos); Sections 551.072 and 551.073, to discuss the purchase of real <br />property (Wonder World Drive area) and Section 551.074, to discuss the <br />duties of the Mayor and City Council Members. Mr. Mihalkanin moved the <br />Council adjourn into Executive Session at 10:05 p.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 10:51 p.m. and Mr. Taylor <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced an additional discussion regarding Service <br />Plans for Subareas D and E of the Southwest San Marcos Annexation Area, <br />which was discussed earlier. The Council agreed by consensus for the <br />Workshop to held at 6:00 p.m. - 10:00 p.m. on Monday, November 25, 2003, <br />with a Citizens Comment Period from 6:00 p.m. until 6:45 p.m. <br />
