We understand that the City of San <br />Marcos ("City") Police and Fire Associations desire to meet and confer for the Fiscal Year <br />beginning 2008. Based on that understanding, we estimate a budget of approximately $65,000 to <br />$70,000 to complete the negotiation cycles for the two bargaining groups. The cost would be <br />somewhat more than half if we are used only to do one of the groups or if we do them <br />successively, because of the loss of efficiency built into the schedule. This is based on the <br />attached budgetary calendar; however, we note that we do not control the number of meetings or <br />the length of the process, and that this is our best projection. <br />Prior to beginning negotiations, we still recommend and propose that we conduct an on- <br />site introductory session with selected city staff personnel. The meeting usually takes several <br />hours as we explore local issues, conditions, relationships, history and so forth. However, some <br />of these points were already covered in our earlier meeting on May 15, 2008, which we provided <br />cost free. <br />We propose to have an Executive Session discussion early in the process, to brief the <br />Council on legal issues and to discuss the roles and responsibilities of officials during the <br />process. That meeting would focus on the Council's options under the statute, and would cover <br />• Review of the "Meet and Confer" statutes; <br />• Comparison of "Meet and Confer" with "Collective Bargaining;" <br />• Discussion of local labor management conditions and relationships; <br />• Providing sample contract material from other cities; <br />• Review of our experiences and legal proceedings in the bargaining process <br />
