• (15)MOTION: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Porterfield, the City Council voted four (4) for and none (0) opposed, <br />with Councilmember Thomaides absent from the dais, to approve Resolution 2008-82R, <br />as previously captioned. The motion carried unanimously. <br />(16)MOTION: Upon a motion made by Councilmember Bose and a second by <br />Councilmember Porterfield, the City Council voted four (4) for and one (1) opposed, with <br />Councilmember Jones voting against, to set the Visioning Workshop for August 8, 2008 <br />from 8:30 a.m. to 5:00 p.m. The motion carried unanimously. <br />END OF CONSENT AGENDA <br />17. Consider appointment to fill vacancy on Human Services Advisory Board. <br />Lupe Castilla was appointed to the Human Services Advisory Board. <br />18. Discussion of towing practices, vehicle storage facilities, the Police Department <br />rotation wrecker system, and regulation of fees. <br />MOTION: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Thomaides, the City Council voted five (5) for and none (0) opposed, to <br />table this item until July 15. The motion carried unanimously. <br />• 19. Receive report from the 2008 Charter Review Commission; discuss proposed <br />amendments to the San Marcos City Charter; and provide direction to staff <br />regarding the preparation of an ordinance calling a special charter amendment <br />election to be conducted on November 4, 2008. <br />Kathy Morris, Chair, presented the 2008 Charter Review Commission Report. Council <br />directed staff to prepare a draft ordinance with all the recommended changes. In <br />addition, staff was directed to include a provision to consider charter amendments in odd- <br />numbered years (perhaps in a 5-year cycle), and to look at the property ownership <br />requirements for the Planning and Zoning Commission. <br />20.
