• (15)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Porterfield, the City Council voted four (4) for and none (0) opposed, with Councilmember Thomaides absent from the dais, to approve Resolution 2008-82R, as previously captioned. The motion carried unanimously. (16)MOTION: Upon a motion made by Councilmember Bose and a second by Councilmember Porterfield, the City Council voted four (4) for and one (1) opposed, with Councilmember Jones voting against, to set the Visioning Workshop for August 8, 2008 from 8:30 a.m. to 5:00 p.m. The motion carried unanimously. END OF CONSENT AGENDA 17. Consider appointment to fill vacancy on Human Services Advisory Board. Lupe Castilla was appointed to the Human Services Advisory Board. 18. Discussion of towing practices, vehicle storage facilities, the Police Department rotation wrecker system, and regulation of fees. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Thomaides, the City Council voted five (5) for and none (0) opposed, to table this item until July 15. The motion carried unanimously. • 19. Receive report from the 2008 Charter Review Commission; discuss proposed amendments to the San Marcos City Charter; and provide direction to staff regarding the preparation of an ordinance calling a special charter amendment election to be conducted on November 4, 2008. Kathy Morris, Chair, presented the 2008 Charter Review Commission Report. Council directed staff to prepare a draft ordinance with all the recommended changes. In addition, staff was directed to include a provision to consider charter amendments in odd- numbered years (perhaps in a 5-year cycle), and to look at the property ownership requirements for the Planning and Zoning Commission. 20.
