These
grant programs are designed to encourage public libraries to develop library
services for certain disadvantaged population groups.

We a re interested in obtaining an LSCA, Title I, grant in order to develop
services for adults with less than a twelfth grade education. These services
would include:

1.) providing adult basic education and GED tutoring at the
library;

2.) develping a program to train volunteer and paid tutors to
work in the adult tutoring program;

3.) offering a series of life skills workshops on topics such as
job finding, personal finance, etc.; and

4.) developing a collection of library materials to meet the special
informational, educational and recreational needs of adults with
less than a twelfth grade education.

Attached is our grant application which further explains our proposed
Lifelong Learning Project. The application includes letters of support from
representatives of the Southwest Texas State University Educational Opportunity
Center, the Friends of the Library, the Community Action Agency, the
Adult Probation Department, the Adult Education Night School, etc.

May we please count on your support for this important project? If so,
the City Council will have to approve a resolution authorizing the library
to file the grant appl ication. The appl ication must then be subm itted to the
Texas State Library by April 1, 1987 in order to be considered for funding.

~~e~~p

xc: A.C.
