<br />LOCAL GOVERNMENT GRANTEE <br />EMERGENCY SHELTER GRANTS PROGRAM <br /> <br />CERTIFICATIONS BY THE CHIEF EXECUTIVE OFFICER <br /> <br />I, A.C. Gonzales, City Manager, Chief Executive Officer <br />of the City of San Marcos , certi fy <br />that the local government will provide the matching supplemental funds <br />required by the regulation at 24 CFR Section 575.51. I have attached to this <br />certification a description of the sources and amounts of such supplemental <br />funds. <br /> <br />I certify that the local government will comply with: <br /> <br />(1) The requirements of 24 CFR Section 575.53, concerning the continued use of <br />buildings for which emergency shelter grants are used as emergency <br />shelters for the homeless; <br /> <br />(2) The building standards requirements of 24 CFR Section 575.55; <br /> <br />(3) The requirements of 24 CFR Section 575.57, concerning assistance to the <br />homeless; and <br /> <br />(4) The requirements of 24 CFR Section 575.59(a), other appropriate provisions <br />of 24 CFR Part 575, and other applicable Federal law concerning <br />nondiscrimination and equal opportunity. <br /> <br />I certify that the local government, in carrying out its Homeless <br />Assistance Plan, will not (except as provided at 24 CFR Section <br />575.33(b)(4)(ii»: <br /> <br />(1) Conduct renovation, major rehabilitation, or conversion of any building: <br />listed on the National Register of Historic Places; located in an historic <br />district; immediately adjacent to a property listed on the National <br />Register; or deemed to be eligible for inclusion on the National Register <br />by the State Historic Preservation Officer; <br /> <br />(2) Conduct any such activity taking place in a 100 year flood plain <br />designated by map by the Federal Emergency Management Agency; <br /> <br />(3) Conduct any such activity which will jeopardize the continued existence of <br />an endangered or threatened species designated by the Department of the <br />Interior's Fish and Wildlife Service or by the Department of Commerce's <br />National Maritime Fisheries Service, or affecting the critical habitat of <br />such a species; <br /> <br />4 <br />
