<br />112 <br /> <br />RESOLUTION 1987-44R <br /> <br />A RESOLUTION OF THE CITY COUNCI L OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS OF A PRE-APPLICATION <br />FOR FEDERAL ASSISTANCE TO BUILD A NEW CENTRAL PUBLIC <br />LIBRARY FACI LITY BY MEANS OF A LIBRARY SERVICES AND <br />CONSTRUCTION ACT TITLE II GRANT; AUTHORIZING THE MAYOR <br />TO EXECUTE THE PRE-APPLICATION; AUTHORIZING THE CITY TO <br />PURSUE THE FUNDING REQUIRED TO COMPLETE THE PROJECT; <br />IF THE PRE-APPLICATION IS APPROVED; AUTHORIZING THE <br />FILING OF AN APPLICATION IF APPROPRIATE; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />WHEREAS, the City of San Marcos, Texas, may be eligible to receive <br />up to $200,000 for library construction projects by applying for a <br />Library Services and Construction Act (LSCA) Title II grant; and, <br /> <br />WHEREAS, there currently exists a critical need to expand reader <br />space, shelving space and workspace at the San Marcos Public Library; <br />and, <br /> <br />WHEREAS, the construction of a new 25,000 square foot central <br />library will allow the Library to meet recommended minimum space <br />standards for the population it serves; and, <br /> <br />WHEREAS, the Master Plan for San Marcos, <br />objective the expansion of the Library; and, <br /> <br />Texas states as an <br /> <br />WHEREAS, in April, 1984 the San Marcos voters gave approval to the <br />City to issue $450,000 in general obligation bonds for library <br />improvements; and, <br /> <br />WHEREAS, the City of San Marcos plans a bond election in early <br />1988 for the purpose of obtaining citizen approval to finance a new <br />central library building project; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY <br />TEXAS: <br /> <br />COUNCI L OF <br /> <br />THE <br /> <br />CITY OF <br /> <br />SAN <br /> <br />t1ARCOS, <br /> <br />PART 1. That the Pre-application for Federal Assistance for <br />funding in the amount of $200,000 by means of a Library Services and <br />Construction Act Title II grant for a project to construct a new 25,000 <br />square foot library, a copy of which is attached to this resolution as <br />Exhibit IIA" and incorporated herein for all purposes, is approved. <br /> <br />PART 2. That those assurances required by the Library Services <br />and Construction Act Title II, shown on the attached Appendix A, are <br />approved. <br /> <br />PART 3. <br />execute the <br />City. <br /> <br />That the MayoL of the City of San Marcos is authorized to <br />Pre-application for Federal Assistance on behalf of the <br /> <br />PART 4. That the Library Director for the City of San Marcos, is <br />authorized to file the Pre-application and act as the official <br />representative of the City in connection with the Pre-application and <br />to provide such additional information as may be required. <br /> <br />PART 5. That the Library Director is authorized to file an <br />application and act as the official representative of the City in <br />connection with the application if invited to do so by the Texas State <br />Library and Archives Commission. <br /> <br />PART 6. That the Mayor of the City of San Marcos, is authorized <br />to execute the application and any other related documents that are <br />necessary to secure the grant, if the City is invited to make the <br />application by the Texas State Library and Archives Commission. <br /> <br />PART 7. That bonds for funding required to complete the project <br />will be presented for voter approval at the Regular City <br />Election in 1988 if the Pre-application is approved. <br /> <br />PART 8. That in addition the the above commitments, funding in <br />the amount of $1,000,000 will be provided by the City to complete the <br />project. <br /> <br />PART 9. That this Resolution shall be in full <br />from and after its passage. <br /> <br />force <br /> <br />and <br /> <br />effect <br />
