112 RESOLUTION 1987-44R A RESOLUTION OF THE CITY COUNCI L OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE TERMS OF A PRE-APPLICATION FOR FEDERAL ASSISTANCE TO BUILD A NEW CENTRAL PUBLIC LIBRARY FACI LITY BY MEANS OF A LIBRARY SERVICES AND CONSTRUCTION ACT TITLE II GRANT; AUTHORIZING THE MAYOR TO EXECUTE THE PRE-APPLICATION; AUTHORIZING THE CITY TO PURSUE THE FUNDING REQUIRED TO COMPLETE THE PROJECT; IF THE PRE-APPLICATION IS APPROVED; AUTHORIZING THE FILING OF AN APPLICATION IF APPROPRIATE; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City of San Marcos, Texas, may be eligible to receive up to $200,000 for library construction projects by applying for a Library Services and Construction Act (LSCA) Title II grant; and, WHEREAS, there currently exists a critical need to expand reader space, shelving space and workspace at the San Marcos Public Library; and, WHEREAS, the construction of a new 25,000 square foot central library will allow the Library to meet recommended minimum space standards for the population it serves; and, WHEREAS, the Master Plan for San Marcos, objective the expansion of the Library; and, Texas states as an WHEREAS, in April, 1984 the San Marcos voters gave approval to the City to issue $450,000 in general obligation bonds for library improvements; and, WHEREAS, the City of San Marcos plans a bond election in early 1988 for the purpose of obtaining citizen approval to finance a new central library building project; now, therefore, BE IT RESOLVED BY THE CITY TEXAS: COUNCI L OF THE CITY OF SAN t1ARCOS, PART 1. That the Pre-application for Federal Assistance for funding in the amount of $200,000 by means of a Library Services and Construction Act Title II grant for a project to construct a new 25,000 square foot library, a copy of which is attached to this resolution as Exhibit IIA" and incorporated herein for all purposes, is approved. PART 2. That those assurances required by the Library Services and Construction Act Title II, shown on the attached Appendix A, are approved. PART 3. execute the City. That the MayoL of the City of San Marcos is authorized to Pre-application for Federal Assistance on behalf of the PART 4. That the Library Director for the City of San Marcos, is authorized to file the Pre-application and act as the official representative of the City in connection with the Pre-application and to provide such additional information as may be required. PART 5. That the Library Director is authorized to file an application and act as the official representative of the City in connection with the application if invited to do so by the Texas State Library and Archives Commission. PART 6. That the Mayor of the City of San Marcos, is authorized to execute the application and any other related documents that are necessary to secure the grant, if the City is invited to make the application by the Texas State Library and Archives Commission. PART 7. That bonds for funding required to complete the project will be presented for voter approval at the Regular City Election in 1988 if the Pre-application is approved. PART 8. That in addition the the above commitments, funding in the amount of $1,000,000 will be provided by the City to complete the project. PART 9. That this Resolution shall be in full from and after its passage. force and effect
