<br />IIIH.. <br /> <br />CITY OF SAN MARCOS <br /> <br />OFFICE MEMORANDUM <br /> <br />TO: <br /> <br />Mayor Younger and Members of the City Council <br /> <br />FROM: <br /> <br />The San Marcos Public Library Board <br /> <br />BJECT: <br /> <br />LSCA Library Construction Grant <br /> <br />DATE: <br /> <br />March 22, 1987 <br /> <br />RE: <br /> <br />The city has an opportunity to obtain $200,000 in federal funds by applying <br />for a Library Services and Construction Act, Title II, grant. The LSCA <br />grants must be used to construct public library buildings which meet certain <br />minimum per capita space requirements. According to grant guidelines, a <br />community of our size must be served by a library of at least 20,348 square <br />feet. Our current facility is just 12, 264 square feet or 60% of the recommended <br />standard. <br /> <br />The library board would like to recommend that the city apply for the LSCA <br />grant and use it to help fund the construction of a new 25,000 square foot <br />facility to be built on East Hopkins Street across from City Hall. Other <br />sources of funding for the project might include sale of the existing library <br />building, sale of general obligation bonds and grants from private foundations. <br /> <br />Library Director Stephanie Langenkamp has prepared the pre-application for <br />the LSCA grant. In order to proceed with the grant application process, the <br />city council must now pass a resolution which authortzes filing of the pre- <br />application.
