<br />RESOLUTION <br /> <br />212 <br /> <br />1987-101R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, SUPPORTING THE <br />CONCEPT AND INTENDED RESULT OF THE <br />INSTALLATION OF A COST-SHARED, MULTI-USER <br />SYSTEM OF FLOOD EARLY WARNING DEVICES <br />WITHIN TRAVIS, HAYS, COMAL, CALDWELL, <br />GUADALUPE AND BLANCO COUNTIES; <br />AUTHORIZING TOL "T.J." HIGGINBOTHAM AND <br />CATHY SCHLEGEL TO REPRESENT THE CITY OF <br />SAN MARCOS BEFORE THE TEXAS WATER <br />DEVELOPMENT BOARD TO SECURE FUNDS FOR THE <br />IMPLEMENTATION OF SAID SYSTEM¡ AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, flooding in the City of San Marcos and Hays <br />County has caused loss of lives, extensive property damages, <br />and creates a negative economic impact on residential, <br />agricultural and business communities; and <br /> <br />WHEREAS, under the Texas Water Development Board's Loan <br />and Grant Programs, monies are available for both structural <br />and non-structural flood control projects: now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br /> <br />PART l. That the City of San Marcos supports the <br />concept and intended result of the installation of a <br />cost-shared multi-user system of flood early warning devices <br />wi thin Travis, Hays, Comal, Guadalupe, Caldwell and Blanco <br />Counties. <br /> <br />PART 2. That Tol "T.J." Higginbotham of Higginbotham & <br />Associates and Cathy Schlegel of Floodplain Consulting <br />Services are authorized to represent the City of San Marcos <br />before the Texas Wat.er Development. Board in order to secure <br />funds for the implementation of said system. <br /> <br />PART 3. That as a supporter of the intended project in <br />efforts to mitigate known flood hazards within the counties <br />listed above, said City understands that this "Resolution of <br />Intent" is not a legally binding contract, and in no form, is <br />the City of San Marcos obligated to participate in a <br />cost-shared, multi-user flood early warning system. <br /> <br />PART 4.
