That there is hereby appropriated the amount shown in said City of San Marcos Program and Budget 19t17-l988 necessary to provide for [a sinking fund for the payment of the principal and interest and the retirement of the bonded debt] of said Ci ty . SECTION 5. That should any part, portion, or section of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way affect the remaining portions, parts, or sections or parts of a section of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 6. That all ordinances and appropriations for which provision has heretofore been made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION 7. That line item adjustments within department accounts can be made with the approval of the City Manager as provided in Section 8.17 of the Charter of the City of San Marcos; however, line item adjustments can only be made between line items budgeted for supplies, materials, equipment, or contractual services within one department account. SECTION 8. That the importance of this Ordinance creates an emergency and an imperative public necessity so that the provisions of the Charter requiring that ordinances shall be presented at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage, be suspended, and these provisions are hereby suspended, and this ordinance shall take effect and be in full force and effect from and after its adoption and after its publication in a newspaper of general circulation within the City as required by the Charter of the City of San Marcos, Texas.
