<br />appropriations be <br />Budget 1987-1988. <br /> <br />made in accordance with said San Marcos Program and <br /> <br />SECTION 4. That there is hereby appropriated the amount shown <br />in said City of San Marcos Program and Budget 19t17-l988 necessary <br />to provide for [a sinking fund for the payment of the principal <br />and interest and the retirement of the bonded debt] of said <br />Ci ty . <br /> <br />SECTION 5. That should any part, portion, or section of this <br />ordinance be declared invalid or inoperative or void for any <br />reason by a court of competent jurisdiction, such decision, opinion or <br />judgment shall in no way affect the remaining portions, parts, or <br />sections or parts of a section of this ordinance, which provisions <br />shall be, remain and continue to be in full force and effect. <br /> <br />SECTION 6. That all ordinances and appropriations for which <br />provision has heretofore been made are hereby expressly repealed if in <br />conflict with the provisions of this ordinance. <br /> <br />SECTION 7. That line item adjustments within department <br />accounts can be made with the approval of the City Manager as provided <br />in Section 8.17 of the Charter of the City of San Marcos; however, line <br />item adjustments can only be made between line items budgeted for <br />supplies, materials, equipment, or contractual services within one <br />department account. <br /> <br />SECTION 8. That the importance of this Ordinance creates an <br />emergency and an imperative public necessity so that the provisions of <br />the Charter requiring that ordinances shall be presented at three <br />separate meetings and that no ordinance shall become effective <br />until the expiration of ten (10) days following the date of its final <br />passage, be suspended, and these provisions are hereby suspended, <br />and this ordinance shall take effect and be in full force and effect <br />from and after its adoption and after its publication in a newspaper <br />of general circulation within the City as required by the Charter of <br />the City of San Marcos, Texas. <br /> <br />PASSED, APPROVED AND ADOPTED <br /> <br />this (.....~ day of August <br /> <br />, '- X~,_. <br />"O~ <br /> <br />Mayor <br /> <br />, 1987. <br /> <br />Attest: <br />\ /)., /J ..
