94. <br />Regular Meeting December 1, 2003 Page 4 <br /> <br />Mayor Habingreither introduced a discussion regarding prohibiting <br />placement of flyers on vehicle windshields in downtown area. Mr. <br />Thomaides stated he attended the October Downtown Association meeting. He <br />stated they discussed the placement of flyers on vehicle windshields as an <br />ongoing trash problem in the downtown area. Mayor Habingreither suggested <br />Mr. Mark Taylor draft an Ordinance and bring this matter back to the <br />Council, for a discussion. Mr. Mihalkanin suggested looking at other <br />Cities' Ordinances. The Council agreed by consensus to draft an Ordinance <br />and bring this matter back to the Council for discussion. <br /> <br />Mayor Habingreither introduced a discussion regarding holding a Workshop <br />to discuss the Great Texas Trails Monument. Mayor Habingreither stated a <br />Citizen has signed up to speak regarding this issue. Jim Green stated he <br />was opposed to this memorial. He stated he feels the City should be leery <br />of this project and~the consultants. He stated he does not feel this is a <br />good project for San Marcos. Mr. O'Leary stated J. Greg Smith, Inc. <br />representing the San Marcos Great Trails Task Force, has requested a <br />Workshop to discuss the Great Trails Monument. Mr. Montoya stated he was <br />not interested in holding a Workshop. Mr. Taylor stated he agreed with <br />Mr. Montoya. Mr. Diaz stated he would consider a Workshop if the Council <br />was interested. Mr. Mihalkanin stated he was not interested in holding a <br />Workshop. Mayor Habingrei~her agreed with Mr. Mihalkanin. Ms. Narvaiz <br />thanked everyone who worked on the project. Mr. Thomaides thanked the <br />committee members who had traveled t~ Nebraska, for their help on this <br />project. Mayor Habingreither stated after the recent Bond Trip he lost <br />interest in this project. Mr. Taylor thanked those who investigated this <br />project. There was a consensus not to hold a Workshop to discuss the <br />Great Trails Monument. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mr. Taylor <br />stated he and the Mayor Habingreither attended a Basketball game Saturday <br />at Hill Country Christian Academy which hosted a basketball team from <br />Australia. He stated the 40 visitors from Australia were made Honorary <br />Citizens of San Marcos. 2) Mr. Thomaides thanked the Mayor and Council <br />Members for attending the Troop Send-Off today. He stated there will soon <br />be a website available for anyone who is interested in sending out care <br />packages to these troops. 3) Ms. Narvaiz stated over 427 plates were <br />served at the Thanksgiving Fest on Thanksgiving Day. She thanked everyone <br />who helped make the Festa success. 4) Ms. Narvaiz stated she attended a <br />meeting with Mr. O'Leary and Dan Rogers regarding the Economic Impact of <br />the San Marcos Airport. 5) Ms. Narvaiz thanked everyone for attending the <br />Troop Send-Off today. 6) Mayor Habingreither thanked Carol Witer for <br />organizing the Troop Send-Off. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Surface Water Treatment <br />Plant Contracts-GBRA); and Section 551.074, to discuss the evaluation of <br />public officers (City Manager and City Attorney).
