City Council Meeting Minutes June 16,2026 <br /> Staff Recommendation 91 MOTION TO AMEND: A motion was made by <br /> Council Member Scott,seconded by Council Member Rodriguez, to insert into <br /> Chapter 5 Mobile Food Unit, Section 5.1.5.5 Restaurant/Bar the definition. <br /> "(g) Mobile Food Unit. <br /> 1. Defined.An establishment that is a vehicle-mounted self or otherwise <br /> propelled self-contained food or beverage service operation designed to be <br /> readily moveable, and used to serve or sell food and/or beverages. <br /> 2. Use Standards. Building types, building standards, and building materials do <br /> not apply to mobile food units." <br /> Mayor Hughson inquired how this is related to bars since it is included in the <br /> Section 5.1.5.5 Restaurant/Bar section. Ms. Villalobos stated it's just the <br /> definition. <br /> The motion to amend carried by the following vote: <br /> For: 7- Mayor Pro Tern Scott, Deputy Mayor Pro Tern Garza, Council Member Rodriguez, <br /> Mayor Hughson, Council Member Gonzalez, Council Member Mendoza and Council <br /> Member Paselk <br /> Against: 0 <br /> Staff Recommendation #2 MOTION TO AMEND: A motion was made by <br /> Council Member Scott, seconded by Council Member Rodriguez to insert into <br /> Section 5.1.5.5 Restaurant/Bar(C) Bar(1) "A bar includes mobile food units <br /> as defined in Section 5.1.5.5.B" <br /> Mayor Hughson inquired about this item and Ms. Villalobos stated that it <br /> would allow a bar truck to provide the alcohol for a Restaurant/Bar. <br /> The new section would read: <br /> 111. Defined.A facility that primarily sells alcoholic beverages for on premise <br /> consumption and may include the sale of food. A bar includes mobile food <br /> units as defined in Section 5.1.5.5.B." <br /> For: 4- Deputy Mayor Pro Tern Garza, Council Member Rodriguez, Council Member <br /> Gonzalez and Council Member Paselk <br /> Against: 3- Mayor Pro Tern Scott, Mayor Hughson and Council Member Mendoza <br /> Staff Recommendation #3 MOTION TO AMEND: A motion was made by <br /> Council Member Rodriguez, seconded by Council Member Scott, to amend <br /> Section 5.1.5.5 Restaurant/Bar(B) Mobile Food Court, in #1 and #2 (b) by <br /> deleting the word "trailers" and inserting the word "units". <br /> The amended section will read: <br /> City of San Marcos Page 17 <br />
