The use and location <br /> provisions related to this definition shall not be deemed to supersede any <br /> conflicting State or Federal regulations." <br /> "C. Large Electric Generation Facility. A facility or installation used primarily <br /> to generate electricity for transmission to the public electric grid., including <br /> associated substations and accessory operational structures. This term includes <br /> utility-scale power generation facilities regulated by the Public Utility <br /> Commission of Texas and Electric Reliability Council of Texas,and other <br /> applicable state or federal utility agencies. The use and location provisions <br /> related to this definition shall not be deemed to supersede any conflicting State <br /> or Federal regulations." <br /> The motion to amend also includes changing the"Land Use Matrix,Major <br /> Utilities" line to include "Except as listed below" in the "Types of Land Uses" <br /> column for Major Utilities and adding a new use of"Large Electric Generation <br /> Facility"with the only allowed use to be"HI" (Heavy Industrial) district"C*" <br /> (Conditional Use Permit approved by City Council) and "Definition Use <br /> Standards" to be"Section 5.1.6.4." <br /> Extensive discussion ensued including what authority the city has and the <br /> authority of the Public Utilities Commission. <br /> The motion to amend carried by the following vote: <br /> For: 6- Mayor Pro Tern Scott, Deputy Mayor Pro Tern Garza, Council Member Rodriguez, <br /> Mayor Hughson, Council Member Gonzalez and Council Member Paselk <br /> Against: 1 - Council Member Mendoza <br /> MOTION TO AMEND: A motion was made by Council Member Rodriguez, <br /> seconded by Council Member Paselk, to insert into Section 5.1.6.4 Utilities (B) <br /> Minor Utilities Use Category "#7 Back-up Generators 7. Back-up Generators. <br /> A device or system,including associated fuel storage and accessory equipment, <br /> designed to provide temporary electrical power to a principal use during utility <br /> service interruptions, emergencies, grid instability, peak demand events, <br /> maintenance activities, or other interruptions in normal electrical service.
