Part 1. General Information <br />1.01. Project Description. The proposed development of approximately 101.40 acres <br />of land out of the J. M. Veramendi Survey No. 1, Abstract No. 17, Hays County Texas <br />being described as generally located on the west side of Hunter Road south of <br />Stagecoach Trail and at the terminus of Hunters Hill Drive and Foxtail Run. <br />1.02. Project Location. The Project Site is generally located on the west side of Hunter <br />Road south of Stagecoach Trail and being bound on the north by Hernandez <br />Intermediate School, on the south by Laurel Estates Subdivision, on the west by Willow <br />Creek Estates Subdivision and the Gardens at Willow Creek Subdivision and on the <br />east by Hunters Hill Subdivision, Doris Miller Junior High School, and Willow Springs <br />Center Subdivision. Access to this site will be provided through the extension of Foxtail <br />Run and the construction and extension of Hunters Hill Drive. Foxtail Run is shown on <br />the adjacent plats for the Hunters Hill Subdivision to be a 95 foot right -of -way near its <br />intersection with Hunter Road and contains a divided median boulevard. The right -of- <br />way of Foxtail Run at the property line of the Project Site is 168 feet. Hunters Hill Drive <br />is shown as a 60 foot right -of -way street on the plat of the Intermediate School <br />Subdivision and is currently a dedicated but not constructed street. As part of the <br />development of the Project Site, construction of Hunters Hill Drive is required. <br />1.03. Phasing. The Project Site is expected to be constructed in a single phase; <br />however, based on the unique characteristics of this property, the project may be <br />developed in multiple phases. As indicated on the Conceptual Plan, the Project Site <br />consists of two (2) areas separated by the floodplain. These areas are designated on <br />the plan as Area 1 and Area 2 and may be developed jointly as a single unified <br />development or may be developed individually as stand -alone developments. This <br />flexibility in the design and planning of the Project Site will allow for greater flexibility to <br />meet the changing demands and needs of the community. The Development <br />Standards contained herein are intended to be utilized for the development of the <br />project site as a single unified development; however, in the event that Area 1 and Area <br />2 are developed independently, each area shall be developed in a manner so as to <br />meet the requirements of these development standards. <br />1.04. Reasons for use of PDD. The Project Site is currently zoned Single Family <br />District (SF -6). The site has limited or no direct access onto Hunter Road and contains <br />a significant amount of floodplain which makes development of this parcel for single <br />family residential use impractical. PDD Districts are intended to encourage flexible and <br />creative planning, to ensure the compatibility of land uses, to allow for adjustment to the <br />changing demands to meet the current needs of the community and to result in a higher <br />quality development for the community than would result from the use of conventional <br />zoning districts. The PDD process is being utilized for the Project Site to provide for a <br />significant amount of buffering from the adjacent residential uses to ensure compatibility <br />of uses, to allow for the dedication of a significant amount of park, recreation and open <br />space easement areas in accordance with the requirements of the City's Parks, <br />Planned Development District 2 11/03/09The Retreat on Willow Creek <br />
