<br /> <br />N <br /> <br /> <br />~ <br /> <br /> <br /> <br />105 <br /> <br />ORDINANCE 1987-143 <br /> <br />AN ORDINANCE OF THE CITY COUNCI L OF THE CITY OF SAN <br />MARCOS, TEXAS, CREATING A HUMAN SERVICES ADVISORY POARD, <br />PRESÅ’IBING THE DUTIES OF SUCH POARD AND ESTABliSHING AN <br />EFFECTI VE DATE. <br /> <br />T ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: <br />'II <br /> <br />Ün=:~slis =~d~ap~~rt~~ =~~~~~r~~i:~i~ie~~ ;:nf~~~:~:Code of <br /> <br />ARTICLE XI. <br />HUMAN SERVICES ADVISORY POARD <br /> <br />Sec. 2-160. <br /> <br />Compos i ti on . <br /> <br />There is hereby established the Human Services Advisory Board. <br />It shall consist of seven (7) citizens of the City of San Marcos <br />who shall be appointed by the City Council. At least one member <br />shall be a person with a degree in social work with experience <br />in social service administration. All members shall be <br />committed to the development and enhancement of human services <br />in San Marcos. Members shall be appointed to two year staggered <br />terms with terms of three of them expiring September 30 of odd <br />mnnbered years and with terms of four of them expiring September <br />30 of even numbered years. The terms of the original board <br />members shall be decided by lots. The board shall meet within <br />thirty (30) days of the appointment of its members and at its <br />first meeting shall elect a chair and vice-chair. The Board <br />may elect other officers and form committees as it may <br />determine is necessary for the proper performance of its duties. <br /> <br />Sec. 2-161. <br /> <br />Rules and Regulations. <br /> <br />The Human Services Advisory Board shall adopt rules and <br />regulations as it deems best to govern its actions subject to <br />city, state and national laws. The board shall meet at least <br />once a month. A majority of the board shall constitute a quorum <br />and the concurrence of a majority of those present shall be <br />required for the determination of matters within its <br />jurisdiction. <br /> <br />Sec. 2-162. <br /> <br />Duties. <br /> <br />The Human Services Advisory <br /> <br />Board's <br /> <br />duties <br /> <br />are as <br /> <br />follows: <br /> <br />A. <br /> <br />conduct an advertised public hearing each year on or <br />before JUne 15 regarding the proposed application and <br />funding process for human services funding; <br /> <br />B. <br /> <br />prepare human <br />packets; <br /> <br />services <br /> <br />funding <br /> <br />application <br /> <br />forms <br /> <br />and <br /> <br />C. <br /> <br />review <br /> <br />applications; <br /> <br />human <br /> <br />services <br /> <br />funding <br /> <br />D. <br /> <br />make recommendations <br />services funding; <br /> <br />human <br /> <br />the City Council about <br /> <br />to <br /> <br />E. <br /> <br />design a form or forms for quarterly reports to be <br />completed by City-funded human services agencies for the <br />City; <br /> <br />F. <br /> <br />review quarterly reports from human <br /> <br />agencies; <br /> <br />services <br /> <br />G. <br /> <br />make reports and recommendations to the City Council <br />concerning the activities of human services agencies; <br /> <br />H. <br /> <br />monitor quarterly <br /> <br />agencies; <br /> <br />to human services <br /> <br />payrnen ts <br /> <br />I. <br /> <br />conduct hearings on appeals from decisions to terminate <br />fundirç of human services agencies and render decisions on <br />the appeals; <br /> <br />J. <br /> <br />take further actions necessary to satisfy the terms of <br />human services contracts between the City and the various <br />agencies and to carry out this ordinance. <br />
