Handicapped parking spaces: Each parking space reserved for the physically disabled shall consist of a rect.angu1ar area not less than 12 feet wide by 18 feet long, shall be located in an area not exceeding a two percent slope, and shall be located' near or convenient to a level or ramped entrance not exceeding an eight percent slope, to the facility served by the parking space. Each handicapped space shall be designated by a sign incorporating the symbol of accessibili ty and such sign shall be placed so it will not be obscured by a parked vehicle. 2. All parking areas and spaces serving uses other than single-family or duplex dwellings shall be designed and constructed so as to have free ingress and egress at all times. 3. No parking space or parking area shall be designed so as to require a vehicle to back into a public street or across a public sidewalk, except in the case of one- and two-family dwelling units.
