Pre-implementation involves three major tasks. First, Partners for <br />participants, particularly those with direct Strategy assignments, must go back to their <br />individual organizations to seek adoption of the Strategy. Formal adoption may take <br />a variety of forms, depending on the group. A review of the Strategy and a vote <br />among decision makers to continue support for Greater San Marcosnomic <br />Development is the most likely procedure. It is important to nohowever, that <br />formal adoption does not require every individual within an orga <br />with every action item contained in the Strategy. Instead, adoption means that the <br />group supports the spirit of the document and the major goals with <br />The next pre-implementation step is to begin fundraising. The Resource <br />Development Committee, the Strategys fundraising group, should establish quickly <br />after Market Streets delivery of the final Implementation Plan. First, approach <br />Partners for Progress members to renew or increase their financi <br />economic development. The Budget section of this report details-year <br />campaign costs. An approximate minimum of $3 million will be needed for the full <br />Strategy <br />five years. A good level of funding should be committed before unveiling the <br />to the public. <br />Third, the legal structure of Greater San Marcos Economic Development must be <br />solidified. A new 501(c)(3) will be needed to house the organization, and ideally the <br />legalities of that will be finalized prior to the Strategys roll out. <br />YO <br />EAR NE <br />With a new structure and funding in place, the Strategys implementation will begin <br />on January 1, 2010.
