• (16)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Terry, the City Council voted six (6) for and none (0) opposed, with Councilmember Thomaides absent from the dais, to adopt Resolution 2010 -32R, as previously captioned. The motion carried unanimously. (17)MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Bose, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 2010 -33R, as previously captioned. The motion carried unanimously. (19)MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Porterfield, the City Council voted six (6) for and one (1) opposed, with Councilmember Thomason voting against, to adopt Resolution 2010 -35R, as previously captioned. The motion carried. (20)MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Porterfield, the City Council voted seven (7) for and none (0) opposed, to adopt Resolution 2010 -36R, as previously captioned. The motion carried unanimously. NON - CONSENT AGENDA 26. Consider appointments to the Fire Department Oral Interview Panel. • The City Council voted seven (7) for and none (0) opposed, to appoint George Landry and Derrick Benn to the Fire Department Oral Interview Panel. The motion carried unanimously. 27. Consider adoption of Ordinance 2010 -11, authorizing the Issuance and Sale of Citv of San Marcos, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2010; deleeating authority to approve final pricing terms of the bonds and to execute final agreements; providing for the security for and payment of said certificates; prescribing the form of said certificates; approving the official statement and a bond purchase agreement; and enacting other provisions relating to the subiect. MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Thomason, the City Council voted seven (7) for and none (0) opposed, to adopt Ordinance 2010 -11, as previously captioned. The motion carried unanimously. 28. Consider adoption of Ordinance 2010 -12, on emergency, amending the City's 2009 -2010 budget to authorize the expenditure of funds for the purchase of message boards and signs and for the hiring of a CIP public relations specialist in the sum of $168,410; declaring an emergency and providing an effective date.
