DESCRIPTION: Reduce NOx emissions from power plants as follows: <br /> <br />Austin Energy - AE would accept a cap of 1,500 tons per year on total NOx emissions from all of its un ts combined <br />(Decker, Holl~/and Sand Hill). ;'l:he cap would be in place at least through 2012. As AE brings new un ts on ne, <br />additional N(~x emission red~ct ons a;~ existing units would be made n order to comp y with the cap. AE w II <br />achieve this cap through a combination of NOx reduction technologies at their ex st ng plants, ret rement of older <br />igenerating units, increased utilization of reneWable energy and energy efficiency. <br /> <br />ILCRA - LCRA is considering taking a cap on the emissions from a of ts plants in the 5-county area. The final leve <br />Iof this cap is yet to be defined, but wou d be no greater than current emissions. LCRA would likely <br />Ifollow th(~ precedent it set at the Lost pines Po,~r Park and offset NOx em ss ons from any new power p ant it built <br />in the 5 counties. The Fayette Power Project (co-owned with Austin Energy) is covered by a flex b e perm t <br />that requires interim NOx ~mission caps I~y 2005 and a final NOx cap by 2012. <br /> <br />The University of Texas at Austin - UT is proposing a 75% reduction in the allowable annual NOx emissions from its <br />grandfathered units. The histOrical potential NOx emissions from these un ts is 1,388 tons per year. Under the <br />current VERP application the Univ(~rsity will limit NOx emissions from grandfathered units to 3~,1 tons per year The <br />univerSity will n'{~et these reduced emissions levels by limiting operating hours on certain equ pment and I~y <br />inStalling 10-year BACT controls on other equipment. Controls a~'e proposed to be added to Bo er #7 n 2004 and <br />Boiler #3 in ;;005. The university will continue to operate its permitied ~nit (Gas turbine/boiler #8) as usual; <br />this unit has average NOx emissions of 394 tons per year. <br /> <br />IMPLEMENTATION: Agreed order (AE, LCRA) or permit (UT) <br /> <br />REGIONAL COSTS: TBD <br /> <br />EXPECTED POLLUTION REDUCTIONS: TBD <br /> <br />DRAFT Recommended Emission Reduction Measures 9 <br /> <br /> <br />
