Pryatel, Kay Kotowski, Kenneth Long, David Munger, <br />Joe Cox, Chris Brasher, Jim Pendergast, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Proclamations were presented in observance of LULAC Week and <br />Black History Week. <br /> <br />The minutes of the regular meeting held Monday, February 5, 1979 <br />were approved on motion of Mr. James and second of Mr. Hansen. <br /> <br />The Mayor next introduced Item #7, Executive Session to discuss <br />personnel matters, out of order. At 7:32 p.m., Council recessed <br />into executive session on motion of Mr. Hansen and second of <br />Mr. Breihan. Council reconvened from executive session at <br />7:45 p.m. on motion of Mr. James and second of Mr. Hansen. <br />Mayor Cavazos announced they had discussed personnel matters. <br /> <br />Mayor Cavazos introduced consideration of appointments to boards <br />and commissions. Mr. Breihan moved Mr. Joel Barnard be appointed <br />to the Planning and Zoning Commission. Mr. Sutton seconded the <br />motion. Many citizens living in the Oak Heights and Hughson <br />Heights area came before the Council to state their opposition <br />in appointing Mr. Joel Barnard to the Planning and Zoning <br />Commission due to his occupation as a real estate dealer. They <br />felt a conflict of interest would be involved and no contractor, <br />developer, or real estate person should be appointed to this <br />commission for that reason. Mr. Joel Barnard was also present. <br />He stated he would not vote on any item that came before the <br />Planning and Zoning Commission that he, or his firm, was <br />financially involved in. On roll call, the following vote was <br />recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Breihan, Cavazos, Hyatt, Sutton <br />Hansen, James. <br /> <br />Mr. Sutton moved Mrs. Soila Rodriguez, Mrs. Patty Sullivan, <br />Mr. Marion Johnson, Mr. John Ferguson, Mr. Lee Phelps and <br />Mr. Leland Wilson be appointed to the Central Texas Higher <br />Education Authority Board. Mr. Breihan seconded the motion <br />which passed unanimously. Mr. Hyatt moved Mr. John Bryant <br />be appointed to the Tourist Development Board. Mr. Hansen <br />seconded the motion which passed unanimously. Mr. Breihan <br />moved Mrs. Johnnie Armstead, Ms. Jerri Martin and Dr. Ralph Harrel <br />be appointed to the Arts Subcommittee. Mr. Hansen seconded the <br />motion which passed unanimously. Mr. James moved Mr. John Durrettr <br />be appointed to the Zoning Board of Adjustment and Appeals. <br />
