<br />96 <br /> <br />regular meeting, april 30, 1979 <br /> <br />page two <br /> <br />to authorize an allocation of $2,000 to the Youth Service <br />Bureau contingent upon that amount being matched equally <br />by both the San Marcos Consolidated Independent School <br />District and Hays County Commissioners. Mr. Hyatt seconded <br />the motion which passed unanimously. <br /> <br />The Mayor introduced a discussion of project priorities for <br />the Community Development, Small Cities, Year II Application. <br />Mr. Albert Sierra reported to the Council that two neighbor- <br />hood meetings had been held and that residents of Victory <br />Garden Additions 1 and 2 had requested work be done on street <br />and drainage improvement to include sidewalks on the following <br />streets: Alabama, Armstrong, Camacho, Grove, Hall, Mac Arthur, <br />and Railroad. Mr. Sierra stated that the Victoria I and II <br />Addition residents also wished money to be allocated towards <br />housing in the area. Following Mr. Sierra's remarks, the <br />Mayor opened a public' hearing,to allow public participation <br />in the discussion. Mrs. 'Janie Rios, spokesperson for the <br />Victoria Gardens Neighborhood Association, came before the <br />Council to reaffirm Mr. Sierra's statement that the Association <br />had voted in favor of recommending the street improvements <br />described by Mr. Sierra and housing. Also speaking before <br />the Council were Father Ron Alvis and Mr. Ralph Gonzales. <br />Mr. Gonzales told the Council ~hat the residents of the area <br />wished more money to go toward street improvement because <br />that would have a greater impact on the area than housing <br />since it took so long to relocate persons or make other <br />housing improvements. The Mayor closed the public hearing <br />and recommended the Council consider allocation of $250,000 <br />toward street improvements, $200,000 toward housing, and <br />$50,000 for administrative purposes. Mr. Hyatt ,requested <br />that money also be allocated to Guadalupe and Dun~ar Parks. <br />No action was taken on the matter which was scheduled for <br />consideration on May 7th. <br /> <br />The Mayor read a resolution having the following caption: <br /> <br />A RESOLUTION ADOPTING A HOUSING PAYMENTS <br />SCHEDULE TO DISPLACED HOMEOWNERS AND <br />INCREASING THE AMOUNT OF REPLACEMENT <br />HOUSING PAYMENTS AS SPECIFIED IN THE <br />UNIFORM RELOCATION ASSISTANCE AND REAL <br />PROPERTY ACQUISITION POLICIES ACT OF <br />1970. <br /> <br />increasing~ Mr. Breihan moved the resolution1be adopted. Mr. Hansen <br />the amount seconded the motion which passed unanimously. <br />of replacement <br />housing The Mayor introduced for consideration traffic signalization <br />payments at University and Sessom Drive. The Director of Public Safety <br />from informed the Council that the State Highway Department was <br />$15,000 to scheduled to include a left turn arrow at the intersection <br />$17,500 and that unless the City wished to allocate $6,500 for a <br />special controller, the left turn arrow would appear in <br />each cycle of the signalization process. Mr. Minnie explained <br />that the special controller would activate the left turn <br />arrow allowing traffic to make a protected left turn from <br />University Drive on to Sessom Drive only when there were <br />vehicles in the lane to turn. Mr. Minnie said that without <br />the controller traffic would be slowed unnecessarily. <br />Mr. Breihan moved to authorize expenditure of $6,500 to <br />have the controller installed. Mr. James seconded the motion <br />which passed unanimously. The City Manager reported that <br />the information concerning cost of traffic signalization in <br />the area of San Marcos High School would not be available <br />until later in the week.
