<br />103 <br /> <br />regular meeting, may 7, 1979 <br /> <br />page four <br /> <br />the following vote was recorded: <br /> <br />AYE: Sutton, Tenorio, Cavazos, Hansen, <br />James <br />NAY: Breihan, Hyatt. <br /> <br />The Mayor introduced for consideration the procedure for <br />implementation of the amendment to Charter Section 3.05 <br />designating the Mayor as principal liaison between the <br />Council and the City Manager. Mr. Bob Barton, Chairman I <br />of the Charter Review Commission which recommended the <br />change, stated that it was the view of the Commission <br />that such an amendment would improve working conditions <br />and efficiency of City Hall operations. He and Mrs. Ruth <br />King, also representing the Charter Review Commission, stated <br />that they felt a definite procedure should be established for <br />handling Council requests for information and action. <br />Mr. Tenorio moved to request the Mayor work out guidelines <br />and schedule a work session to discuss those guidelines if <br />any member of Council had objection to the procedure designed <br />by the Mayor. Mr, James seconded the motion which passed <br />unanimously. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, PROTESTING <br />THE ABOLITION OF CITY AUTHORITY OVER <br />ELECTRIC UTILITY RATES. <br /> <br />Mr. Tenorio moved the resolution be adopted.
