Burnett; Bill Cunningham; Gary Bond; <br />Jeff Watkins; Lanny Griffiths; and others. <br /> <br />The Mayor called the meeting to order at 5:00 p.m. <br /> <br />Mr. Hansen introduced for discussion and consideration the fire <br />protection service contract with Hays County. Mr. Cavazos reported <br />that the liaison committee had'met with County Judge Burnett and <br />Bill Cunningham to review the current contract and begin negotiations <br />on the proposed contract for 1979-80. Mr. Cavazos said the major <br />problem encountered was there was not currently a formula for deter- <br />mining what the charges for fire service should be. He said one <br />suggestion was to compare the number of city structures with the numbeL <br />of structures in the County which the City would be expected to serve. <br />A survey conducted by the Public Works Department indicates this would <br />result in the County being obligated for about 12% of the fire <br />department budget. Another method would be to use the average charged <br />by other cities providing the same service. Mr. Hansen asked what <br />the deadline for submitting the proposed contract to the County was. <br />County Judge Burnett told the Council that the County budget did not <br />have to be finally approved until later in the summer, but that a <br />meeting of the Commissioner's Court would be held the next day, <br />June 15, to consider the budget. Mr. Burnett continued that "tomorrow" <br />meeting will be a very determining factor for what we do with the <br />final budget." After further discussion, the County Judge suggested <br />he could advise the Commissioners to defer a final decision on the <br />contract amount until a meeting scheduled for Wednesday, June 20. <br />Following these comments Mr. Burnett and Mr. Cunningham left the <br />meeting. Mr. Cavazos and Mr. Hyatt suggested the County be assessed <br />a $15,000 annual fee or a charge of $125 per call. Both stressed <br />that the suggestions were below the actual cost of providing the <br />service. Mr. Sutton moved to set the minimum amount the Council <br />would assess the County at $15,000 annually or $125 per call. The <br />motion died for lack of a second. The Mayor moved to request the <br />liaison committee meet with County representatives and bring back a <br />tentative agreement for Council approval at the Regular Council <br />meeting scheduled for June 18, 1979.
