James Kenneth E. Sutton Gilbert G. Burnett; Bill Cunningham; Gary Bond; Jeff Watkins; Lanny Griffiths; and others. The Mayor called the meeting to order at 5:00 p.m. Mr. Hansen introduced for discussion and consideration the fire protection service contract with Hays County. Mr. Cavazos reported that the liaison committee had'met with County Judge Burnett and Bill Cunningham to review the current contract and begin negotiations on the proposed contract for 1979-80. Mr. Cavazos said the major problem encountered was there was not currently a formula for deter- mining what the charges for fire service should be. He said one suggestion was to compare the number of city structures with the numbeL of structures in the County which the City would be expected to serve. A survey conducted by the Public Works Department indicates this would result in the County being obligated for about 12% of the fire department budget. Another method would be to use the average charged by other cities providing the same service. Mr. Hansen asked what the deadline for submitting the proposed contract to the County was. County Judge Burnett told the Council that the County budget did not have to be finally approved until later in the summer, but that a meeting of the Commissioner's Court would be held the next day, June 15, to consider the budget. Mr. Burnett continued that "tomorrow" meeting will be a very determining factor for what we do with the final budget." After further discussion, the County Judge suggested he could advise the Commissioners to defer a final decision on the contract amount until a meeting scheduled for Wednesday, June 20. Following these comments Mr. Burnett and Mr. Cunningham left the meeting. Mr. Cavazos and Mr. Hyatt suggested the County be assessed a $15,000 annual fee or a charge of $125 per call. Both stressed that the suggestions were below the actual cost of providing the service. Mr. Sutton moved to set the minimum amount the Council would assess the County at $15,000 annually or $125 per call. The motion died for lack of a second. The Mayor moved to request the liaison committee meet with County representatives and bring back a tentative agreement for Council approval at the Regular Council meeting scheduled for June 18, 1979. Mr. Breihan seconded the motion, which passed unanimously. The meeting adjourned at 5:40 p.m. on motion of Mr. Cavazos and second of Mr. Breihan. Ut; q:!!.~ ATTEST: Doriss Hambrick City Secretary
