I I I regular meeting, june 18, 1979 page five 147 said that he felt a new committee should be appointed by the Mayor and that he wished to resign. The Mayor then appointed Council Members Hyatt, James and Tenorio to serve on the audit committee. The Mayor introduced for consideration procedures,for"the employment of City personnel during the tenure of the Acting City Manager. Mr. Kotowski told the Council that it was his understanding that positions for which salaries in excess of $10,000 per year would not be advertised or filled until the Council had approved the continuation of said position. Mr. Tenorio said he disagreed with that policy stating that positions authorized in the current budget had already been approved by Council and that he felt such a policy would involve the Council too closely in the hiring and firing of City personnel. No specific action was taken by the Council. Mr. Hansen next introduced for consideration the criteria and procedure for selecting a permanent City Manager., Mr; Hyatt said he would like to wait three or four months until the Council had had an opportunity to evaluate the performance of the Acting City Manager. Mr. Hansen recommended the Council consider hiring a consulting firm to assist in selecting persons to be interviewed for the position. Mr. Tenorio encouraged the Council to set a time table now for the receipt and evaluation of City Manager applications. Mr. Cavazos said he would prefer waiting until the budget had been prepared and adopted. Mr. Cavazos moved to table further consideration of the item. Mr. Sutton seconded the motion. On roll call, the following vote was recorded: AYE: James, Sutton, Breihan, Cavazos, Hyatt NAY:' Hansen, Tenorio. The Mayor introduced for consideration appointment of a committee to establish procedures and objectives for update of the City comprehensive master plan. Mr. Tenorio said he felt the City should have a full-time planner on the staff before beginning work on the master plan update. Council discussed that proposal. Following the discussion, the Mayor appointed Council Member Tenorio and Council Member Breihan to work with the Acting City Manager on the establishment of procedures and objectives for the master plan work. The Mayor introduced for consideration a proposed fire service agreement with Hays County., Mr. Cavazos, a member of the Council Liaison Committee to work with the County' on the agreement, reported that the Committee had earlier that day met with County representatives and the County had agreed to pay an annual fee of $11,500. Mr. Cavazos said he felt that was too low and that the $15,000 minim'f earlier established by the Council should be absolute. Mr,., Hyatt also a member of the Liaison Committee said he concurred with the report as presented By Mr., Cavazos except that he felt the City should agree to continue to provide fire service in Hays County for the $11,500 offered by the County. Mr. Sutton moved to set a aBsolute minimum of $15,000 for provision of fire protection outside the City limits. Mr. Cavazos seconded the motion. On roll call, the following vote was recorded: AYE: NAY: James, Sutton, Tenorio, Breihan, Cavazos, Hansen Hyatt. The meeting adjourned at 11:00 p.m. on motion of Mr. James and second of Mr. Tenorio.
