<br />I <br /> <br />I <br /> <br />I <br /> <br />regular meeting, june 18, 1979 <br /> <br />page five <br /> <br />147 <br /> <br />said that he felt a new committee should be appointed by the <br />Mayor and that he wished to resign. The Mayor then appointed <br />Council Members Hyatt, James and Tenorio to serve on the audit <br />committee. <br /> <br />The Mayor introduced for consideration procedures,for"the <br />employment of City personnel during the tenure of the Acting <br />City Manager. Mr. Kotowski told the Council that it was his <br />understanding that positions for which salaries in excess of <br />$10,000 per year would not be advertised or filled until the <br />Council had approved the continuation of said position. <br />Mr. Tenorio said he disagreed with that policy stating that <br />positions authorized in the current budget had already been <br />approved by Council and that he felt such a policy would <br />involve the Council too closely in the hiring and firing of <br />City personnel. No specific action was taken by the Council. <br /> <br />Mr. Hansen next introduced for consideration the criteria <br />and procedure for selecting a permanent City Manager., Mr; Hyatt <br />said he would like to wait three or four months until the Council <br />had had an opportunity to evaluate the performance of the Acting <br />City Manager. Mr. Hansen recommended the Council consider hiring <br />a consulting firm to assist in selecting persons to be interviewed <br />for the position. Mr. Tenorio encouraged the Council to set a <br />time table now for the receipt and evaluation of City Manager <br />applications. Mr. Cavazos said he would prefer waiting until the <br />budget had been prepared and adopted. Mr. Cavazos moved to table <br />further consideration of the item. Mr. Sutton seconded the motion. <br />On roll call, the following vote was recorded: <br /> <br />AYE: James, Sutton, Breihan, Cavazos, Hyatt <br />NAY:' Hansen, Tenorio. <br /> <br />The Mayor introduced for consideration appointment of a committee <br />to establish procedures and objectives for update of the City <br />comprehensive master plan. Mr. Tenorio said he felt the City <br />should have a full-time planner on the staff before beginning <br />work on the master plan update. Council discussed that proposal. <br />Following the discussion, the Mayor appointed Council Member <br />Tenorio and Council Member Breihan to work with the Acting City <br />Manager on the establishment of procedures and objectives for the <br />master plan work. <br /> <br />The Mayor introduced for consideration a proposed fire service <br />agreement with Hays County., Mr. Cavazos, a member of the Council <br />Liaison Committee to work with the County' on the agreement, <br />reported that the Committee had earlier that day met with County <br />representatives and the County had agreed to pay an annual fee of <br />$11,500. Mr. Cavazos said he felt that was too low and that the <br />$15,000 minim'f earlier established by the Council should be <br />absolute. Mr,., Hyatt also a member of the Liaison Committee said <br />he concurred with the report as presented By Mr., Cavazos except <br />that he felt the City should agree to continue to provide fire <br />service in Hays County for the $11,500 offered by the County. <br />Mr. Sutton moved to set a aBsolute minimum of $15,000 for <br />provision of fire protection outside the City limits. Mr. Cavazos <br />seconded the motion. On roll call, the following vote was <br />recorded: <br /> <br />AYE: <br />NAY: <br /> <br />James, Sutton, Tenorio, Breihan, Cavazos, Hansen <br />Hyatt. <br /> <br />The meeting adjourned at 11:00 p.m. on motion of Mr. James and <br />second of Mr. Tenorio. <br />
