55 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 11, 1978 Present: Mayor Pro Tempore Bob Hyatt Council Members Frank T. Arredondo Ted Breihan John A. Cavazos Albert Sierra Also Present: Alan King, Terry Roberts, Jeff Ebner, Jerri Martin, Bob Boyd, Yancy Yarbrough, Frances Emery, Gary Bond, Mary Castillo, Alvin Langhamer, Calvin Smith, Stanley Sissom, Joe Froh, James Ragsdale, Kathleen Morris, Eleanor Crook, Bob Montague, and others. The meeting was called to order at 7:30 p.m. by Mayor Pro Tern Bob Hyatt. Mr. Hyatt read proclamations for "Constitution Week" and "American Association of University Women". I Mr. Hyatt presented certificates of appreciation to Jake Krauskopf, Terry Roberts, and Earl T. Williams for their long hours of work in preparation of the budget for fiscal year 1978-1979. Mr. Hansen moved the minutes of the regular meeting held Tuesday, August 29, 1978, be approved. Mr. Breihan seconded the motion. Mr. James requested a correction in Paragraph 3, Page 1 to refer to a joint review of the City-County fire service agreement at six months and an evaluation at nine months. Mr. Hansen and Mr. Breihan agreed to amend the motion to provide for the correction. The motion was then unanimously approved. Mr. Hyatt introduced Item #9 next for consideration of appointments to the Urban Renewal Commission. Mr. Yancy Yarbrough and Dr. Kenneth Swain were nominated. Mr. Sutton moved Mr. Yarbrough be reappointed and Dr. Swain be appointed to the Urban Renewal Commission. Mr. Hansen seconded the motion, which passed unanimously. I The Mayor Pro Tempore opened a public hearing to consider a request for a change in the zoning of part of Lot 7, Block 3 of the J. C. Rogers Addition, 603 Blanco Street, from "R-I" (Single Family Residential) to "R-2" (Duplex). Mr. Krauskopf reported that the Planning and 20ning Commission had recommend- ed denial of the request and there were objections from other property owners. Mr. James Ragsdale, the applicant, explained that he was removing a portion of the lot from consideration for a change in'zoning' which 'should resolve the problem Planning and Zoning had. Mr. Hansen moved to send the amend- ed application back to the Planning and Zoning Commission for a new recommendation. Mr. James seconded the motion, which passed unanimously.
