The Executive Session adjourned at 6:55 p.m. on Tuesday, March 23, 2010. No action was <br />required from Executive Session. <br />5. Invocation <br />Debbie "Morningstar" Adams, with the Cherokee Candle Shop, provided the invocation. <br />6. Pledge of Allegiance <br />Councilmember Porterfield led the assembly in the Pledge of Allegiance. <br />7. Citizen Comments <br />Betsy Robertson, 1410 Progress, San Marcos, asked that the LCRA agreement for wholesale <br />power be put off a little bit. It is 15 months before it is due, and she would like to see a lot of <br />public input on this. It is good to have public input on what we, as a public, want to see. Most <br />items on our agendas are General Fund items, which only covers one -third of the City's budget. <br />This item, as part of the SMEU budget, is a large part of our budget. She suggested that Council <br />consider electric utility and water /wastewater citizens advisory boards. Currently, there is no <br />citizen oversight, and she would like to see these two new commissions. is <br />Steve Harvey, 1116 Mountain View, San Marcos, thanks the community for their continued <br />prayers for his cancer journey. He is treating this as a chronic condition and getting on with life. <br />Secondly, he thanked the City for their continued work on the importance of the census. Last, he <br />asked that item #I I (LCRA wholesale power agreement) be moved from the Consent Agenda for <br />specific discussion. <br />Lisa Spencer, 100 E. Mimosa Circle, San Marcos, requested that the Council postpone any <br />decision on item #11 (LCRA wholesale power agreement). She provided the City Council with <br />an information packet, and the front page is from a public utility website. The state average <br />electric rate is 11 cents. The San Marcos rate is 19 cents. We have found ourselves the most <br />expensive in our area and around the state. The next page in the packet says there are no offers <br />found in our zip code and no competition. She pulled up her home address, and it says it is in a <br />regulated area and there are no choices. She referenced another page with cities listed that have <br />a fair competition. Another page has Texas electric rates with cities that have competition. She <br />noted that Bexar County is deregulated, and only two cities within Bexar County are still <br />regulated. Both cities have rates that are substantially under the San Marcos rates. She reported <br />that one zip code in Austin has twenty offerings from twenty different companies. <br />8.
