Hansen <br /> <br />Acting City Manager <br />City Secretary <br /> <br />Albert Sierra <br />Doriss Hambrick <br /> <br />Also Present: Frances Emery, Peggy Nowlin, Dempsey Serur, <br />Alan King, Gary Bond, John Stokes, and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />The minutes of the regular meeting held Monday, October 23, 1978 <br />were approved with the correction of adding Mr. Charles Evans' <br />name under the "Present" section on motion of Mr. James and <br />second of Mr. Hyatt. <br /> <br />The Mayor introduced for consideration extension of utilities <br />in the Westover Addition. Mr. Ray Kotowski, Director of Public <br />Works, was present to answer any questions the Council might <br />have. Mr. Kotowski stated the City was having savings on the <br />Westover Project due to change orders eliminating items that <br />were not needed. The estimated amount for the extension is <br />$21,500. Mr. Kotowski did suggest the Council hold off on <br />this extension until near the end of the Westover Project. <br />Mr. Hyatt moved Mr. Kotowski's suggestion be accepted. <br />Mr. Breihan seconded the motion which passed unanimously. <br /> <br />Mayor Cavazos introduced for consideration paving of a short <br />section of Girard Street. Mr. Ray Kotowski was present to <br />answer any questions. Mr. Kotowski explained this section <br />of the street was presently unpaved and presented a dangerous <br />condition to the increased traffic. He stated the funds for <br />this paving could be taken from the savings realized on the <br />Long Street Pr6ject. The estimated amount for the paving of <br />a section of Girard Street is $3,500. Mr. Kotowski stated <br />they would probably start the paving within the next two weeks. <br />Mr. Hyatt moved Mr. Kotowski's suggestion be accepted. <br />Mr. Sutton seconded the motion which passed unanimously. <br /> <br />Mayor Cavazos introduced for discussion a procedure for <br />receiving citizen complaints. Mr. Hyatt suggested any person <br />receiving complaints from a citizen write the complaint down <br />on some type of form or on plain paper, date the complaint was <br />received, refer this complaint to the City Manager, the City <br />Manager refers the complaint to his secretary, his secretary <br />puts a reply by or suspension date, she sends the complaint <br />to whomever can handle the complaint, and the secretary traces <br />the complaint if it has not been received by the suspension <br />date. By common consent, Council agreed on Mr. Hyatt's <br />suggestion. <br /> <br />Mayor Cavazos introduced for consideration a request for an <br />extension of the Earnest Money Contract between the City of <br />San Marcos and Balcones Savings Association on Parcel No. 1-1 <br />located at C. M. Allen Parkway and Hutchison Street. <br />Mr. Dempsey Serur was present to answer questions. Mr. Serur <br />explained the Commissioner was to approve or disapprove the <br />
