<br />4. Section 4.05. (reserved). <br /> <br />5. Section 5.04. The Official Ballot. <br /> <br />I <br /> <br />The names of all candidates for office, except such as may <br />have withdrawn, died, or become ineligible, shall be printed <br />on the official ballots without party designation. The <br />order on the ballot of the names of the candidates for each <br />respective Council place shall be determined by lot in a <br />drawing to be held under the supervision of the City <br />Secretary, at which drawing each candidate or the candidate's <br />named representative shall have a right to be present. <br />Incumbent Council Members seeking re-election must file for <br />the place for which they were originally elected; provided <br />that, however, a Council Member originally elected to place <br />1, 2, 3, 4, 5 or 6 may file for the place of Mayor and <br />a member holding the place of Mayor may file for Election <br />as Council Member place 1, 2, 3, 4, 5 or 6. <br /> <br />6. Section 7.03. Vacancies. <br /> <br />I <br /> <br />Vacancies occurring in the Commission shall be filled within <br /> <br />thirty (30) days by the Council for the remainder of the <br /> <br />unexpired term. <br /> <br />7. Section 8.09. Vote required for Adoption. <br /> <br />The budget shall be adopted by the favorable vote of a <br />majority of the members of the whole Council only after <br />fourteen (14) days have lapsed since the public hearing <br />on the budget. <br />
