Mr. Breihan stated that <br />he was opposed to paying Council Members and the Mayor so <br />long as the City used the City Manager form of government. <br />Mr. Breihan said he felt Council Members should not have <br />to handle day-to-day duties but that he was not opposed <br />to a token amount for attendance at meetings of $30 per <br />Council Members and $50 per meeting for the Mayor. <br />Mr. Hyatt spoke to the recommendation regarding designating <br />the Mayor principle liaison between the Council and the <br />City Manager. Mr. Hyatt said he felt such a situation <br />would be unfair to the City Manager if the Mayor were not <br />able to speak for all Council Members or did not wish to <br />represent all Council Members. Mr. Breihan also disagreed <br />with the recommendations saying he felt each Council Member <br />ought to be able to deal directly with the City Manager. With <br />respect to the proposed personal interest and Code of Ethics <br />recommendations, Mr. Barton said that his personal opinion <br />was that such provision should apply only to high level <br />executive positions and elected officials. Mr. Hyatt <br />suggested instead of a five member Code of Ethics Board <br />that seven members be appointed so that each Council Member <br />could appoint one representative. Mr. Breihan said he felt <br />that there were already rules of procedure which applied to <br />Council Members and others in the form of a Code of Ethics <br />were unnecessary and would be too limiting. Mr. Arredondo <br />said that he was opposed to anything that would create <br />unnecessary bureaucracy and that he felt the electoral <br />process was sufficient to correct any short comings of <br />Council Members. Mrs. Millecam and Mrs. King, both represent- <br />ing the Charter Review Commission, informed the Council that <br />there was currently no way specified to enforce Charter <br />provisions and they felt the Code of Ethics and Code of Ethics <br />Commission could correct this short coming. Mr. Sutton <br />recommended that the Council initiate a Charter amendment <br />to be placed on the Election ballot to require voters to <br />approve any change in the market value of property against <br />which taxes are assessed and to require any warrants or <br />certificates of obligation which later become bonds to be <br />specifically approved by the voters.
