<br />I <br /> <br />I <br /> <br />I <br /> <br />161 <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 11, 1979 <br /> <br />Present: <br /> <br />Mayor <br /> <br />Robert L. Cavazos <br /> <br />(Council Members <br /> <br />Frank T. Arredondo <br />Ted Breihan <br />John A. Hansen <br />Bob Hyatt <br />Berry R. James <br />Kenneth E. Sutton <br /> <br />City Manager <br />Ci.,ty Secretary <br /> <br />Royal Dunlap <br />Doriss Hambrick <br /> <br />Also pr~~ent,: Alan King; Harvey Shephard; John Stokes'; Gordon <br />Thompson, John, and Tricia Durrette; Bob Boyd; Ed Koonce; Ray <br />Harper; Robert Haney; Emmett McCoy; Allyn Gill; Donald Woten; <br />Tom Win~tead; Jack Stovall; W. H. Moore; Dan Badwey; and othe,rs. <br /> <br />:T~~ M~~6;:': called the meeting to order at 7:00 p.m. Mr. Cavazos <br />annoupced ,that the primary purpose of the meeting was to meet, the <br />person"s, who had' offered to serve on the Airport Commission and <br />that action on appointment of Commissioners would take place on <br />Monday, January 15, 1979. <br /> <br />Col. Jack Stovall, Airport Commission Chairman, reported on t:he <br />current operations and plans for improvements to the Municipal <br />Airport. Mr. Stovall listed proposed projects as follows: <br />Additional hangar space; aircraft maintenance facilities; ni9ht- <br />time security; runway maintenance improvements; completion of <br />sign at entranceway; masterplan; Austin air carrier study; and <br />runway lights. <br /> <br />The Council next heard comments from those candidates who were <br />present at the meeting. Those persons who are residents of t:he <br />City are: Dan BadweYi John and Tricia Durrette, Allyn Gill, <br />Harvey Shephard, Gordon Thompson, and Tom Winstead. Ed Koonce <br />withdrew his name from consideration and Howard Yeargan was unable <br />to attend the meeting. Candidates residing outside the City are: <br />Bob. Boyd, Robert Haney, Ray Harper, W. H. Moore, Emmett McCoy, and <br />Donald Woten. <br /> <br />Mr. John Stokes, fixed base operator of the Municipal Airport:, <br />reported to the Council that he felt other improvements should <br />have priority over increased hangar space and that the City ~lOuld <br />need to begin providing nighttime security for the airport since <br />he had found it necessary to cut back some of his operations.. <br />Mr. Breihan said he believed the Council would have to make a <br />financial committment to the airport above revenues generated at <br />the facility before major development could take place. <br /> <br />Mr. Sutton asked the Council to consider changing the policy of <br />staff contacting incumbent committee members whose terms are <br />expiring to determine if they are willing to serve additional 'terms. <br />He said he felt greater efforts should be made to attract"new <br />persons to serve on boards and committees. <br /> <br />The Mayor asked Council Members to submit nominations prior 1:0 <br />the Council meeting on Monday, January 15. By common consen1:, <br />the Council also agreed to consider an ordinance on January 15 <br />which would amend the Airport Commission Ordinance so as to allow <br />more than one member of the Airport Commission to reside outside <br />the City limits. <br /> <br />The meeting adjourned at 8:55 p.m. on motion of .Mr. James and <br />second of Mr. Breihan. <br />
