I I I 161 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 11, 1979 Present: Mayor Robert L. Cavazos (Council Members Frank T. Arredondo Ted Breihan John A. Hansen Bob Hyatt Berry R. James Kenneth E. Moore; Dan Badwey; and othe,rs. :T~~ M~~6;:': called the meeting to order at 7:00 p.m. Mr. Cavazos annoupced ,that the primary purpose of the meeting was to meet, the person"s, who had' offered to serve on the Airport Commission and that action on appointment of Commissioners would take place on Monday, January 15, 1979. Col. Jack Stovall, Airport Commission Chairman, reported on t:he current operations and plans for improvements to the Municipal Airport. Mr. Stovall listed proposed projects as follows: Additional hangar space; aircraft maintenance facilities; ni9ht- time security; runway maintenance improvements; completion of sign at entranceway; masterplan; Austin air carrier study; and runway lights. The Council next heard comments from those candidates who were present at the meeting. Those persons who are residents of t:he City are: Dan BadweYi John and Tricia Durrette, Allyn Gill, Harvey Shephard, Gordon Thompson, and Tom Winstead. Ed Koonce withdrew his name from consideration and Howard Yeargan was unable to attend the meeting. Candidates residing outside the City are: Bob. Boyd, Robert Haney, Ray Harper, W. H. Moore, Emmett McCoy, and Donald Woten. Mr. John Stokes, fixed base operator of the Municipal Airport:, reported to the Council that he felt other improvements should have priority over increased hangar space and that the City ~lOuld need to begin providing nighttime security for the airport since he had found it necessary to cut back some of his operations.. Mr. Breihan said he believed the Council would have to make a financial committment to the airport above revenues generated at the facility before major development could take place. Mr. Sutton asked the Council to consider changing the policy of staff contacting incumbent committee members whose terms are expiring to determine if they are willing to serve additional 'terms. He said he felt greater efforts should be made to attract"new persons to serve on boards and committees. The Mayor asked Council Members to submit nominations prior 1:0 the Council meeting on Monday, January 15. By common consen1:, the Council also agreed to consider an ordinance on January 15 which would amend the Airport Commission Ordinance so as to allow more than one member of the Airport Commission to reside outside the City limits. The meeting adjourned at 8:55 p.m. on motion of .Mr. James and second of Mr. Breihan.
