<br />166 <br /> <br />regular meeting, january 15, 1979 <br /> <br />page four <br /> <br />Mr. Gordon Thompson, representing the Chamber of Commerce <br />and San Marcos Industrial Foundation, and Mr. W. C. Carson, <br />Chairman of the San Marcos Industrial Foundation, came <br />before the Council to request ~ consensus on whether or not <br />the Council would be willing to: negotiate, with an industrial <br />prospect in terms of deferred annexation and payments in lieu <br />of taxes for City services. Mr. Carson said he was not asking <br />for any specific committment from the Council at this point. <br />Mr. Hyatt moved to authorize the Mayor and the City Manager <br />to submit a letter on'behalf of the City ~howing the willing- <br />ness and desire of the Council to negotiate.'wi'th a potential I <br />industrial developer in terms of deferred annexation and <br />payments in lieu of taxes for provision of City services. <br />Mr. Hansen seconded the motion which passed unanimously. <br /> <br />Col. Jack Stovall, Chairman of the San Marcos Airport <br />Commission, and Mr. Allyn Gill, also representing the Airport <br />Commission, came before the Council with a recommendation <br />for purchase of new municipal airport lighting equipment. <br />Mr. Gill said it was a recommendation of the Commission that <br />$2,900 be allocated to purchase materials for-the lighting <br />system which wotild make use of the existing ~asis~and ~iring. <br />Mr. Hansen moved the $2,900 be authorized for purchase of <br />lighting materials. Mr. James seconded the:mot,ion ,which <br />passed unanimously. Col. Stovall also reported to the Council <br />that an inspector for the Federal Aviation Administration had <br />visited the San Marcos Airport that day to check the lighting <br />system and had informed the Commission that a possibility <br />existed for the Airport to receive special instrument landing <br />facilities~o-as to'serve as an auxiliary landing site for <br />larger airports in the area. <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, APPROVING THE <br />PRICE AND CONDITIONS OF THE SALE BY CITY <br />OF SAN MARCOS, TEXAS, OF LOT 6 AND A <br />PORTION OF LOTS 2, 3, 7 AND 8 AND AN <br />ABANDONED ALLEY, ALL IN BLOCK 21 OF THE <br />ORIGINAL TOWN OF SAN MARCOS (FURTHER <br />DESCRIBED BY METES AND BOUNDS IN ATTACHED <br />EXHIBIT A), ALSO KNOWN AS URBAN RENEWAL <br />PARCEL NUMBER 1-1, LOCATED WITHIN THE <br />TEX. A-6 NEIGHBORHOOD DEVELOPMENT PROG~1 <br />AREA TO LEWIS GILCREASE, TRUSTEE FOR <br />BALCONES SAVINGS ASSOCIATION; AUTHORIZING <br />THE ~~YOR TO EXECUTE A WARRANTY DEED TO <br />LEWIS GILCREASE, TRUSTEE FOR BALCONES <br />SAVINGS ASSOCIATION; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />I <br /> <br />Mr. Breihan moved the ordinance be approved on first reading. <br />Mr. Sutton seconded the motion which passed unanimously. <br />Mr. Breihan requested the Council consider use of proceeds <br />from the sale of Community Development property for revision <br />or preparation of a new master plan for the City at the next <br />regular meeting. <br /> <br />The Mayor introduced for consideration a request from Hays I <br />Memorial Hospital for additional fiunding for the ambulance <br />service. Mr. George Dashner, Hospital Administrator, <br />reminded the Council that the budget request submitted by <br />the Hospital prior to the current fiscal year had been cut <br />by $8,000 but that he had been advised to appear before the <br />City several months into the budget year and that funds might <br />be available to increase the budgeted amount. Mr. Sutton <br />moved to approve the allocation of $8,000 from the General <br />Contingency Fund to supplement the ambulance service payment. <br />Mr. Hyatt seconded the motion which passed unanimously. <br />Mayor Cavazos informed Mr. Dashner that he felt it would be <br />appropriate to request the entire funding amount from Hays <br />County for the next fiscal year. <br />
