<br />I <br /> <br />-I <br /> <br />I <br /> <br />ORDINANCE NO. 1979-2 <br /> <br />175 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, AMENDING <br />ORDINANCE 1978-5, ADOPTED ON JANUARY 23, <br />1978, WHICH ESTABLISHED THE AIRPORT <br />COMMISSION BY PROVIDING FOR MORE THAN ONE <br />MEMBER OF SAID COMMISSION TO BE A NON- <br />RESIDENT OF THE CITY OF SAN MARCOS; AND <br />DECLARING AN EMERGENCY. <br /> <br />PART 1. That Section 31-3, entitled "Composition; Qualifications <br />and Appointment of Members," of Article I, Chapter 31 of the Code <br />of Ordinances of the City of San Marcos, Texas, which was adopted <br />by Ordinance 1978-5 on January 23, 1978, be, and is hereby, amende( <br />by repealing the current said Section 31-3 and by substituting in <br />its place a new Section 31-3 to read as follows: <br /> <br />Section 31-3. Composition; Qualifications; <br />Appointment of Members. <br /> <br />The Airport Commission shall consist of nine <br />members. Two members of the Commission may <br />be non-residents of the City of San Marcos; <br />all other members of the Commission shall be <br />residents of the City of San Marcos. Member- <br />ship to the Commission shall be established <br />by appointment by the City Council, and <br />appointments shall be made at the first regular <br />meeting in January, members shall serve for a <br />period of two years, except that vacancies or <br />newly created positions shall be filled for <br />the unexpired term to be filled. Terms of <br />membership shall be as follows: four members <br />shall serve until the first regular meeting of <br />the City Council in January of even-numbered <br />years, and five members shall serve until the <br />first regular meeting of the City Council in <br />January of odd-numbered years. <br /> <br />PART 2. That due to the urgent necessity of conducting airport <br />business in a timely manner, an emergency is declared, and the <br />provisions of the Charter requiring that ordinances shall be read 1 <br />on three several days and that no ordinance shall become effectivE <br />until the expiration of ten (10) days following the date of its <br />final passage is hereby dispensed with, this ordinance to be in <br />effect immediately upon its passage by this body. <br /> <br />PASSED, APPROVED AND ADOPTED this 22nd day.of January, 1979. <br /> <br />~O~~ <br /> <br />Robert L.
