Byrn; <br />Roy Porter; Jim Alvis; and others. <br /> <br />The Mayor called the meeting to order at 4:30 p.m. <br /> <br />James Byrn, consulting engineer for the City, came before the Council to discuss <br />the present difficulties in construction which left city residents without water. <br />Mr. Breihan complained that supervision of the contractors was inade~uate and <br />insisted that steps be taken to insure all citizens and particularly the schools <br />have water by 6:00 a.m. the next day. Roy Porter, repreenting Forrest and Cotton <br />consulting engineers, warned the Council that the city could not direct the <br />operations of the contractors without assuming liability for those jobs. <br /> <br />I <br /> <br />The next item of discussion was the use of city fire trucks for pumping out ~ater <br />from water line breaks. The City Manager explained that the fire trucks had been <br />used for this purpose on an emergency basis, but that the contractors had been <br />informed that this use would no longer be allowed. He encouraged the Council to <br />authorize funds to purchase a pump for this purpose as soon as possible. <br /> <br />The Council next discussed the ac~uisition and ascertainment of right-of-way <br />on Fredericksburg Street. Mr. Breihan moved James Hall be hired to survey the <br />area and locate property lines along the street so that the City could then <br />ac~uire the necessary right-of-way. He <br />recommended the work be stopped until the project area had been cleaned up by <br />the contractor.
