Attachment 2 <br />Terms and Conditions of the Prime Award and Other Special Terms and Conditions <br />This Agreement is made as a result of the Adjutant General of Texas Contract No.W912L1 -07 -2 -3061, <br />"Advanced Law Enforcement Rapid Response Training (ALERRT) ", that was awarded to University. <br />This project is subject to and conditioned upon acceptance of the Texas Government Code, Chapter <br />791. Subrecipient agrees to abide by these provisions, including the appropriate administrative and <br />cost guidelines. Where approval is required from the Adjutant General of Texas, such approval shall <br />be sought from University. <br />Terms and Conditions <br />1. The restrictions on the expenditure of federal funds in appropriations acts are applicable to this <br />subaward to the extent those restrictions are pertinent. <br />2. The Subrecipient agrees to comply with the Uniform Grant Management Standards (UGMS) <br />which can be found at http : / /www.governor.state.tx.us <br />3. The Subrecipient agrees to comply with the requirements of 28 CFR Part 46 regarding the <br />protection of human research subjects, including obtainment of Institutional Review Board <br />approval, if appropriate. <br />4. The Subrecipient agrees to comply with all confidentiality requirements of 42 USC Section <br />3789g and 28 CFR Part 22 that are applicable to the collection, use and revelation of data or <br />information. <br />Compliance Assurances and Certifications. Subrecipient certifies, by signing this document that the <br />following assurances and certifications that apply to the University's prime grant are met. Such <br />assurances and certifications required by the Subrecipient shall include but are not necessarily limited <br />to: <br />Civil Rights. Compliance with Title VI of the Civil Rights Act of 1964. <br />Handicapped Individuals. Compliance with Section 504 of the Rehabilitation Act of 1973 as <br />amended. <br />Sex Discrimination. Compliance with Section 901 of Title D (of the Education Amendments <br />of 1972 as amended. <br />Age Discrimination. Compliance with the Age Discrimination Act of 1975 as amended. <br />Patents, Licenses, and inventions. Compliance with the Standard Patent Rights clauses as <br />specified in 37 CFR, Part 501, FAR 57.227 -11, or U.S.C. 203, whichever is appropriate and <br />applicable. <br />Non - Delinquency on Federal Debt. AWARDEE specifically certifies that neither it nor any <br />person to be paid from funds under this Agreement is delinquent in repaying any Federal debit <br />
