Wyatt, Sr.; <br />Ron Cauble; Charles Varnell; Jim Alvis; Jerri Martin; Rowe Ray; <br />and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued proclamations observing Southwest Texas State UniversitJ" <br />"Family Weekend" and "Navy Day". <br /> <br />The Minutes of the Regular Meeting held September 27. 1976 were approved on motion <br />of Mr. Cavazos and second of Mr. James. <br /> <br />Mayor Craddock moved the appointment of Luciano H. Flores to the Senior Citiz.,.us <br />Advisory Board. Mr. Hansen seconded the motion, which passed unanimously. <br /> <br />I <br /> <br />Mr. Hansen moved the appointment of Margie Villalpando, Terry Parks, and Dan Farlow <br />to terms on the Fair Housing Commission expiring January, 19'78. Mr. Cavazos <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Hansen moved confirmation of the appointment by the City Manager of Charles Lummus <br />as Fair Housing Officer. Mr. James seconded the mot;bon which 'passed unanimously. <br /> <br />Mr. Cavazos moved approval of a request for a permit to temporarily locate a <br />mobile home on Lot 1, Block 12 of the Victory Gardens Addition at 428 Armstrong <br />Street by Joe Delgado. Mr. Arredondo seconded the motion, which passed unanimously. <br />Mr. Sutton requested the staff be certain the placement of the mobile home was in <br />conformance with the Flood Plain Ordinance. <br /> <br />The Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE MAYOR OF THE CITY OF SAN MARCOS TO EXECUTE A QUITCLAIM <br />DEED ON BEHALF OF THE CITY TO THE RIGHT-OF-WAY PRESENTLY BEING USED BY <br />THE PUBLIC ON THAT PROPERTY COMMONLY KNOWN AS "THE OLD MILL PROPERTY" <br />SITUATED IN THE CITY OF SAN MARCOS, TEXAS, TO THE ABUTTING PROPERTY <br />OWNERS, AND DECLARING AN EMERGENCY. <br /> <br />Mr. Hansen moved the Ordinance be adopted. Mr. Cavazos seconded the motion, <br />which passed unanimously. <br /> <br />III The Mayor read the caption of an Ordinance as follows: <br /> <br />AN ORDINANCE DETERMINING TO GRANT, PROVIDING FOR AND ALLOWING, UNDER THE <br />ACT GOVERNING THE TEXAS MUNICIPAL REITREMENT SYSTEM, "UPDATED SERVICE CREDIT" <br />IN SAID SYSTEM FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYS~~EM IN <br />THE EMPLOYMENT OF THE CITY OF SAN MARCOS; ELECTING AND PRESCRIBING THE <br />EFFECTIVE DATE OF SUCH UPDATED SERVICE CREDITS; AUTHORIZING AND PROVIDING FOR <br />ALLOWANCE OF INCREASES, AS HEREIN PROVIDED, IN MONTHLY BENEFITS PAYABLE BY <br />TEXAS MUNICIPAL RETIREMENT SYSTEM, AFTER THE EFFECTIVE DATE HEREIN SPECIFIED, <br />TO RErIRED EMPLOYEES AND TO BENEFICIARIES OF DECEASED EMPLOYEES, UNDER <br />CURRENT SERVICE ANNUITIES ARISING FROM SERVICE OF SUCH EMPLOYEES TO THIS CITY. <br />
