The Westover water and wastewater project was also a close <br />issue, he said, and he recommended it be dropped since funds had already been <br />tentatively committed"through Community Development. Renovation of the old city <br />hall building for use as a museum, th~ sixth priority, would employ a high number <br />of persons; however, there was a question about the structural integrity of the <br />building and no plans we~e available. The last priority, channelization of <br />Purgatory Creek, was clearly ineligible, said Mr. Baugh, under section 316.6, <br />paragraph a of the Act. Mr. Baugh concluded that priority numbers 2, 3 and 6 were <br />the only projects which seemed appropriate to the staff. Mr. Sutton suggested the <br />Council not put in an application and support the county in their application for <br />the ?econd phase of the civic center. Mayor Craddock moved to endorse the county's <br />application for Phase II of the civic center. Mr. Hansen seconded the motion. <br />County Commissioner Ruben Ruiz spoke to the Council on behalf of the County, requesting <br />their assistance. Mr. Arredondo said he would endorce the civic center application <br />only if it was not listed as a top priority by the Council. On roll call, the <br />following vote was recorded: <br /> <br />AYE: Arredondo, Breihan, Craddock, Hansen, James, Sutton <br />NAY: Cavazos. <br /> <br />Mr. Hansen moved to recess to executive session to discuss pending litigation. <br />Mr. Arredondo seconded the motion, which passed unanimously. The Council recessed <br />at 9:00 p.m. <br /> <br />The Council reconvened at 9:25 p.m. <br />Mr. James.
