12. < . regular meeting, january 16, 1978 page two A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SUSPENDING THE OPERATION OF PROPOSED ELECTRIC RATE SCHEDULES FILED BY THE LOWER COLORADO RIVER AlJI'HORITY FOR A PERIOD OF ONE HUNDRED 'IWENTY (120) DAYS BEYOND JANUARY 25, 1978, THE DATE ON WHICH SUCH SCHEDULES WOULD OTIJERWISE GO INTO EFFECT. Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the motion which passed unanimously. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, VACATING AND ABANDONING THE ALLEY IN BLOCK 15 OF THE WESTOVER ADDITION TO THE CITY OF SAN MARCOS; AlJI'HORIZING THE MAYOR TO EXECUI'E QUITClAIM DEEDS RELEASING THE CITY'S RIGfIT, TITLE AND INTEREST IN AND TO SAID ALLEY TO THE ADJACENT PROPERTY OWNERS; AND DEClARING AN EMERGENCY. I The Mayor read an On:linance having the following caption: Mr. Cavazos moved the On:linance be adopted on emergency basis. Mr. Hansen seconded the motion. Mr. Breihan and Mr. Sutton questioned the abandonment of the alley since an easement might be needed later to serve lots located in the middle of the block. The City Manager pointed out that the City would own enough property on the block to locate utility lines in the event they were needed. On roll call, the motion to adopt the On:linance was un~1imously approved. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE CONTRACT WITH AQUARENA, INCORPORATED, FOR PROPERTY TO BE UTILIZED BY THE CITY PS A GOLF COURSE, AND AlJI'HORIZING THE MAYOR OF THE CITY OF SAN MARCOS TO EXECUTI SAME IN AND ON BEHALF OF THE CITY OF SAN MARCOS, TEXAS, FOR THE TERM BEGINNING ON JANUARY 1, 1978, AND TERMINATING ON DECEMBER 31, 1978. I The City Manager reported that the agreement with Aquarena was based on the same terms as previous agreements. Mr. Hansen moved the Resolution be adopted. Dr. Craddock seconded the motion which passed unanimously. In a related item, the Mayor read the caption of a Resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A SUB-LEASE CONTRACT WITH SAN MARCOS GOLF ASSOCIATION FOR OPERATION OF A MUNICIPAL GOLF COURSE, AND AUTHORIZING THE MAYOR OF THE CITY OF SAN MARCOS TO EXECUTI SAME IN AND ON BEHALF OF THE CITY OF SAN MARCOS, TEXAS, FOR THE TERM BEGINNING ON JANUARY 1, 1978, AND TERMINATING ON DECEMBER 31, 1978. Mr. Hansen moved the Resolution be adopted. Dr. Craddock seconded the motion. Mr. Covarrubias was present to represent the San Marcos Golf Association. He discussed the use of water provided by the City and assured the Council that the Golf Association would cooperate with the City at all times in watering the Golf Course property. On roll call, the motion to adopt the Resolution was unanimously approved. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE AGREEMENT BElWEEN THE CITY OF SAN MARCOS AND THE TEXAS MUSEUM OF HISTORY, INC., FOR THE PURPOSE OF UTILIZING THE FIRST FLOOR OF "OLD CITY HALL" FOR THE DISPLAY OF HISTORICAL ARI'IFACTS; AUTHORIZING THE MAYOR TO EXECUI'E SAID LEASE; AND PROVIDING AN EFFECTIVE DATE. I The Hayor read the caption of a Resolution as follows: Dr. Craddock moved the Resolution be adopted. Mr. Cavazos seconded the motion. Mrs. Ofelia Vasquez, Director of the Community Action Program, informed the Council that she had received a grant from the Comprehensive Employment In Training Act for funds to provide labor and some tools for the work to be done in the renovation of the Old City Hall Building.
