<br />32 <br /> <br />regular meeting, january 30, 1978 page two <br /> <br />.... <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPIER VI, "CEMETERIES" OF THE CODE OF <br />ORDINANCE OF SAID CI'IY BY REPEALING ARTICLE II OF SAID <br />CHAPTER ENTITLED "SAN MARCOS CEMETERY" AND SUBSTITUTING IN <br />ITS PLACE A NEW ARTICLE II, HAVING THE SAME TITLE; ESTABLISH- <br />ING RULES AND REGUlATIONS, REQUIRING PERMITS, SETTING FEES, <br />AND REGULATING THE PERPETUAL CARE FUND; AND SETTING AN <br />EFFECTIVE DATE. <br /> <br />I <br /> <br />Dr. Craddock moved the ordinance be approved on second reading. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF SAN MARCOS, <br />TEXAS, AMENDING TIlAT ORDINANCE PROVIDING FOR FEES FOR THE <br />IMPOUNDMENT OF ANIMAlS, SAID ORDINANCE BEING RECORDED IN <br />VOLUME 40 PAGE 63 OF THE MINUTES OF THE CI'IY COUNCIL AND <br />CODIFIED AS SECTION 3-46 OF THE CODE OF ORDINANCES OF THE <br />CI'IY OF SAN MARCOS, BY INCREASING SPECIFIED FEES; AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr'. James moved the ordinance be approved on first reading. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />111e Mayor read a resolution having the following caption: <br /> <br />RESOLUTION OF THE CI'IY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ESTABLISHING AN INCREASED FEE FOR THE PROCESSING OF <br />A ZONING CHANGE REQUEST IN ACCORDlINCE WITH THE PROVISIONS <br />OF THE GENERAL ZONING ORDINANCE OF THE CI'IY. <br /> <br />Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the motion I <br />which passed unanimously. <br /> <br />The Mayor read an ordinance having the follcwing caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CI'IY OF SAN MARCOS, <br />TEXAS, AMENDING TIlAT ORDINANCE PROVIDING FOR MFAT AND MFAT <br />PRODUCTS PERMIT FEES, SAID ORDINANCE BEING RECORDED IN <br />VOLUME 40, PAGE 29 OF THE MINlJI'ES OF THE CI'IY COUNCIL AND <br />CODIFIED AS SECTION 11-56 OF THE CODE OF ORDINANCES OF THE <br />CI'IY OF SAN MARCOS, BY INCREASING SAID FEES; AND ESTABLISHING <br />AN EFFECTIVE DATE. <br /> <br />Dr. Craddock moved the ordinance be approved on first reading. Mr. Hansen <br />seconded the motion which passed unanimously. <br /> <br />Mr. Dean Jenkins, Director of the Youth Services Bureau, came before the Council <br />with a report on the financial position of the bureau. Mr. Jenkins said that <br />the current funding program will terminate on June 30, 1978 and that he was <br />hopeful the Criminal Justice Division would approve a fourth year continuation <br />grant. Mr. Jenkins' report on the activities of the Youth Services Bureau is <br />attached and made a part of these minutes. He discussed several grants being <br />applied for by the School District and County and encouraged the Council to <br />give serious consideration to assisting in local funding for the Youth Services <br />Program. Council Member Hansen asked the staff to work with County personnel <br />in securing funds through State and 'Federal Programs. . <br /> <br />I <br /> <br />Mr. fun laine, representative of the City's audit firm of Har'Old V. Simpson. <br />and Company, came before the Council with a report on the audit conducted by <br />his firm for the City's fiscal year 1976-1977. Mr. laine's report is attached <br />and made a part of these minutes. Following that report, the City Manager <br />presented his swrnnary of the audit report which is also attached and made a <br />part of these minutes. <br /> <br />The Mayor introduced a discussion on the approved methods in the City's <br />sw)division ordinance for a subdivider to file security in lieu of completing <br />construction of utilities or other improvements required by the subdivision <br />ordinance. Mr. Webster informed the Council that the current situation was <br />that Mr. Isan Hale, Developer of Mockingbird Hill Subdivision, wished to <br />
