The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF SAN MARCOS, TEXAS, AMENDING CHAPIER VI, "CEMETERIES" OF THE CODE OF ORDINANCE OF SAID CI'IY BY REPEALING ARTICLE II OF SAID CHAPTER ENTITLED "SAN MARCOS CEMETERY" AND SUBSTITUTING IN ITS PLACE A NEW ARTICLE II, HAVING THE SAME TITLE; ESTABLISH- ING RULES AND REGUlATIONS, REQUIRING PERMITS, SETTING FEES, AND REGULATING THE PERPETUAL CARE FUND; AND SETTING AN EFFECTIVE DATE. I Dr. Craddock moved the ordinance be approved on second reading. Mr. Hansen seconded the motion which passed unanimously. The Mayor read an ordinance having the following caption: AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF SAN MARCOS, TEXAS, AMENDING TIlAT ORDINANCE PROVIDING FOR FEES FOR THE IMPOUNDMENT OF ANIMAlS, SAID ORDINANCE BEING RECORDED IN VOLUME 40 PAGE 63 OF THE MINUTES OF THE CI'IY COUNCIL AND CODIFIED AS SECTION 3-46 OF THE CODE OF ORDINANCES OF THE CI'IY OF SAN MARCOS, BY INCREASING SPECIFIED FEES; AND ESTABLISHING AN EFFECTIVE DATE. Mr'. James moved the ordinance be approved on first reading. Mr. Hansen seconded the motion which passed unanimously. 111e Mayor read a resolution having the following caption: RESOLUTION OF THE CI'IY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING AN INCREASED FEE FOR THE PROCESSING OF A ZONING CHANGE REQUEST IN ACCORDlINCE WITH THE PROVISIONS OF THE GENERAL ZONING ORDINANCE OF THE CI'IY. Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the motion I which passed unanimously. The Mayor read an ordinance having the follcwing caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CI'IY OF SAN MARCOS, TEXAS, AMENDING TIlAT ORDINANCE PROVIDING FOR MFAT AND MFAT PRODUCTS PERMIT FEES, SAID ORDINANCE BEING RECORDED IN VOLUME 40, PAGE 29 OF THE MINlJI'ES OF THE CI'IY COUNCIL AND CODIFIED AS SECTION 11-56 OF THE CODE OF ORDINANCES OF THE CI'IY OF SAN MARCOS, BY INCREASING SAID FEES; AND ESTABLISHING AN EFFECTIVE DATE. Dr. Craddock moved the ordinance be approved on first reading. Mr. Hansen seconded the motion which passed unanimously. Mr. Dean Jenkins, Director of the Youth Services Bureau, came before the Council with a report on the financial position of the bureau. Mr. Jenkins said that the current funding program will terminate on June 30, 1978 and that he was hopeful the Criminal Justice Division would approve a fourth year continuation grant. Mr. Jenkins' report on the activities of the Youth Services Bureau is attached and made a part of these minutes. He discussed several grants being applied for by the School District and County and encouraged the Council to give serious consideration to assisting in local funding for the Youth Services Program. Council Member Hansen asked the staff to work with County personnel in securing funds through State and 'Federal Programs. . I Mr. fun laine, representative of the City's audit firm of Har'Old V. Simpson. and Company, came before the Council with a report on the audit conducted by his firm for the City's fiscal year 1976-1977. Mr. laine's report is attached and made a part of these minutes. Following that report, the City Manager presented his swrnnary of the audit report which is also attached and made a part of these minutes. The Mayor introduced a discussion on the approved methods in the City's sw)division ordinance for a subdivider to file security in lieu of completing construction of utilities or other improvements required by the subdivision ordinance. Mr. Webster informed the Council that the current situation was that Mr. Isan Hale, Developer of Mockingbird Hill Subdivision, wished to
