<br />82 <br /> <br />regular meeting, march 6, 1978 <br /> <br />page two <br /> <br />Dr. Craddock moved the resolution be adopted. Mr. Cavazos seconded the <br />motion. The City Attorney reported that both parties agreed to the <br />Earnest Money Contract referred to in the resolution. Mr. Dempsey Serur, <br />representing the buyer, concurred. On roll call, the motion to adopt <br />the resolution was unanimously approved. <br /> <br />The Mayor introduced for consideration a bid received from Du-Mor <br />Enterprises, Inc. for construction of water and sewer extensions on <br />Barnes Drive. Dr. Craddock moved the bid submitted by Du-Mor Company <br />in the amount of $18,828.50 be accepted. Mr. Hansen seconded the motion <br />which passed unanimously. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />I <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, APPROVING THE ATTACHED LETTER <br />AMENDING THE ENGINEERING SERVICES AGREEMENTS <br />BETWEEN THE CITY, URS/FORREST AND COTTON, AND <br />JAMES BYRN AND AUTHORIZING MAYOR ARREDONDO TO <br />EXECUTE SAID LETTER ON BEHALF OF THE CITY; AND <br />ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Arredondo moved the resolution be adopted. Mr. James seconded the <br />motion. The City Manager reported that engineers for each new Community <br />Development Project not already under construction would be determined <br />on an individual basis. Mr. Breihan encouraged the staff to very care- <br />fully check all plans prepared by consulting engineers on the Central <br />Business District Improvements Project to insure that they provide <br />adequate access and assistance to the elderly and handicapped persons. <br />On roll call, the motion to adopt the resolution was unanimously approved. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS, AUTHORIZING THE CITY MANAGER <br />TO MAKE CERTAIN SPECIFIED FUND AND ACCOUNT CHANGES <br />IN THE 1977-1978 BUDGET. <br /> <br />I <br /> <br />Mr. Arredondo moved the resolution be adopted. Dr. Craddock seconded <br />the motion which passed unanimously. <br /> <br />The City Manager reported that $6,400.00 had been received by the City <br />for surplus items sold at auction. Mr. Webster also reported that <br />:/500.00 had been placed in the Employee Betterment Fund in return for <br />volunteer services provided by City employees. After this and other <br />expenses, a net amount of $4,825.50 was left for distribution to the <br />various departments who had contributed items for the auction and the <br />General Fund. <br /> <br />The Council next received reports from Mr. Webster on the water and <br />wastewater budget and a proposed five-year capital improvements plan <br />for water and wastewater. This report is attached and made part of <br />these rninu tes. <br /> <br />The City Manager and the City Attorney reported that about 90% of the <br />taxes assessed had been collected as of the end of February and that <br />eight suits for payment of delinquent taxes were to be filed by the <br />end of the current week. <br /> <br />Dr. Craddock moved approval of the expenditure of $3,000.00 from the <br />General Contingency Fund for repairs to both fire substations. <br />Mr. Hansen seconded the motion which passed unanimously. <br /> <br />I <br /> <br />The Mayor introduced for consideration an appeal by llr.. 1som ,Hale, from <br />provisions regarding security in lieu of construction for Mockingbird <br />Hill Subdivision, Village 1. The City Manager informed the Council <br />that he had been informed by Mr. Hale that the methods outlined in the <br />subdivision ordinance were impossible for him to meet and that he had <br />presented instead an In-City Letter of Credit prepared by Hays County <br />National Bank, a copy of which is attached and made a part of these <br />minutes.
