n

I

6

I

~

I

89a I

Page Two
Report on Information Supplied to the Water Rate Consultants

Department of Water Resources requirements. They will be
maintained at all times and we will conduct tests as is
necessary.

94. Water Production - $110,064

No new personnel are requested and the only major change
from last year is funds to paint the exterior of Spring
Lake Storage.

95. Water Distribution and Maintenance - $242,560

The addition of six personnel are requested in this division
which is responsible for virtually all construction in the water
and wastewater department and as you are aware they are quite
often struggling to keep up. One request is for an assistant
supervisor which I do believe is needed. We essentially have a
nearly $1,000,000 business that lacks the necessary administrative
personnel at the top to allow it to function properly.

There are memos and forms attached from George Boeker on each
of the budgets. Our totals differ slightly because he has
shown costs for an entire year and I have reduced the personnel
costs for new positions for only the next six months.

AS I also previously discussed we have been installing meters
in the various city facilities and we will make charges for
water which should increase somewhat the Utility Fund revenue
and insure the sanctity of the Utility Fund.

CAPITAL IMPROVEMENT PROGRAM - 5 YEARS

Sewer System

1.

Trickling Filter Plant - $50,000 - $80,000

*

2.

*

Infiltration - Inflow Analysis - $50,000

Sewer System Evaluation and Rehabilitation (1978-80)
$340,000 - $840,000

**

3.

4. Lift Station Expansion - $84,000 *

5. Lift Station Cholorination - $7,000 *

6. Drying Bids - $40,000 *
7. Contact Stabilization Plant Expansion (1983) - $1,400,000

8. Lift Station Replacement or Enlargement when trickling filter
plant is phased out (1983) - $1,600,000
