The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REGULATING AND SETTING RATES FOR ELECTRICAL UTILITIES; ESTABLISHING PROCEDURES AND REQUIREMENTS FOR RATE ADJUSTMENTS; PROVIDING FOR HEARINGS ON RATES AND SERVICES; REQUIRING REPORTS AND STATEMENTS; AND PROVIDING FOR A SAVINGS CLAUSE. Mr. Arredondo moved the ordinance be approved on second reading. Mr. James seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES 'AND RESTRICTS THE LOCATION AND USE OF ' BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOT 6, Block 2 OF THE W. S. SMITH 'ADDITION, LOCATED AT 737 SMITH AVENUE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "R-2" (DUPLEX). Mr. Hyatt moved the ordinance be approved on second reading. Mr. Breihan seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follows: I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A SCHEDULE OF FEES AND CHARGES FOR THE USE OF PARKS AND RECREATION FACILITIES: REPEALING PRIOR SCHEDULES OF FEES AND CHARGES WHICH MAY BE IN CONFLICT THEREWITH; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Breihan moved the ordinance be adopted on third and final reading. Mr. James seconded the motion which passed unanimously. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A COMMERCIAL TOWING AND WRECKER POLICY BASED UPON A ROTATION SYSTEM OF NOTIFICA- TION; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Hyatt moved the ordinance be adopted on third and final reading. Mr. James seconded the motion which passed unanimously. At 9:20 p.m., the Council recessed to executive session on motion of Mr. James and second of Mr. Cavazos. The meeting reconvened at 11:10 p.m. on motion of Mr. James and second of Mr. Arredondo. The Mayor reported that the Council had received a report on a reorganization plan from the City Manager. The meeting adjourned at 11:14 p.m. on motion of Mr. Sutton and second of Mr. Arredondo.
