I I I 90 , MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 13, 1978 Present: Frank T. Arredondo Mayor Council Members Ted Breihan Robert L. Cavazos Emmie Craddock John A. Hansen Berry R. James Kenneth E. Sutton City Manager City Attorney City Secretary Director of Public Works C. J. Webster Charles E. Evans Doriss Hambrick Ray Kotowski Also Present: Allyn Gill, Jack N. Stovall, Frances Emery, Jeff Ebner, Bob Hyatt, Eden Moseley, Alan King, Jeff Franks, Ray Medlin, John Stokes, Gary Bond and others. The Mayor called the meeting to order at 7:30 p.m. The-minutes of the regular meeting held March 6, 1978 were unanimously approved on motion of Mr. Cavazos and second of Mr. Hansen. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL 0, THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE OF A PORTION OF THE PROPERTY AT SAN MARCOS MUNICIPAL AIRPORT TO INTERNATIONAL SECURITY GROUP, INC. AND AUTHORIZING THE MAYOR TO EXECUTE SAID CONTRACT ON BEHALF OF THE CITY; AND ESTABLISH- ING AN EFFECTIVE DATE. ' Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded' the motion. The City Manager informed the Council that the lease agreement had been approved by the Federal Aviation Administration and Airport Commission. The Commission was represented by its Chairman, Jack N. Stovall. On roll call, the motion to adopt the resolution was unanimously approved. The Mayor read an ordinance having the following caption: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE II OF CHAPTER 15 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS WHICH WAS ADOPTED BY THAT ORDINANCE OF NOVEMBER 9, 1964 AS RECORDED IN VOLUME 29, PAGE 294 OF THE MINUTES OF THE CITY COUNCIL; AND ESTABLISHING AN EFFEC~IVE DATE. Dr. Craddo~k moved the ordinance be approved on tirst reading. Mr. James seconded the motion. Miss Eden Mosele~, City Librarian, informed the Council that the ordinance had been approved by the Library Board. On roll call, the motion to approve the ordinance on first reading was unanimously passed. The Mayor read a caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REQUESTING THAT THE U. S. CONGRESSIONAL SUBCOMMITTEE ON AGRICULTURE AND RELATED AGENCIES OF THE COMMITTEE ON APPROPRIA- TIONS PROVIDE FUNDS FOR P. L. 566, SMALL WATER- SHED PROJECTS (NAMELY FOR RETENTION STRUCTURES FOR THE UPPER SAN MARCOS, TEXAS, WATERSHED); AND URGING THAT ACTUAL CONSTRUCTION ON THESE FLOOD RETARDATION STRUCTURES BEGIN AT THE EARLIEST POSSIBLE DATE.
