Mr. James <br />seconded the motion. The City Manager recommended the <br />final payment be given to Joe McDaniel of Austin. Texas <br />for the amount of $l3,375.88~ Mr. Breihan questioned <br />Mr. Ray Kotowski, Director of Public Works, if he had <br />received a letter from the State of Texas accepting the <br />project. Mr. Kotowski stated people from the State had <br />accompanied his Staff when inspecting the project. <br />Mr. Cavazos recommended the resolution be adopted with <br />the agreement that the City Staff receive a letter from <br />the State. Mr. Hyatt amended his motion to provide for <br />receipt of the State approval before releasing the final <br />check. The motion was unanimously approved. <br /> <br />4.d1. ,)>.2/'. The City Manager reported the lowest bid was <br />from Bailey's House of Guns of Houston, Texas, amounting <br />to $3,760.02. He stated he had anticipated $6,000.00. <br />The bid is for 27 hand guns. Council discussed the policy <br />for handling confiscated hand guns. Mr. Hyatt moved the <br />bid be awarded to Bailey's House of Guns in the amount of <br />$3,760.02. Mr. Arredondo seconded the motion which passed <br />unanimously. <br /> <br />The Mayor introduced for discussion the process for selection <br />of an audit firm. Mr. Hyatt requested an itemized list from <br />the City Manager indicating what services would be required <br />of an auditor. Mr. Cavazos suggested a committee be appointed <br />by himself to interview firms. Mr. Don Laine, representative <br />of Harold Simpson and Company, came forward and stated it <br />would cost $9,000 for audit and $30.00 an hour for extra <br />items the Council requested. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE <br />CITY OF SAN MARCOS, TEXAS, REGULATING <br />AND SETTING RATES FOR ELECTRICAL <br />UTILITIES; ESTABLISHING PROCEDURES AND <br />REQUIREMENTS FOR RATE ADJUSTMENTS; <br />PROVIDING FOR HEARINGS ON RATES AND <br />SERVICES; REQUIRING REPORTS AND STATEMENTS; <br />AND PROVIDING FOR A SAVINGS CLAUSE. <br /> <br />Mr. Breihan moved consideration of the ordinance be taken <br />from the table. Mr. Hansen seconded the motion which passed <br />unanimously. Mr. Evans reported that he had attempted to <br />contact special legal counsel, Don Butler, but had been <br />unable to reach him by telephone. Mr. Hyatt moved the <br />ordinance be tabled.
