Following the public hearing, Mr. Sutton <br />moved that the property not be disannexed. Mr. James seconded <br />the motion which passed unanimously. <br /> <br />The Mayor citing a proclamation issued by Governor Dolph Briscoe <br />in observance of "Older Texans Month" presented special <br />certificates of appreciation to Mrs. Katherine Steen Hardeman, <br />Ml'S. Tula Townsend Wyatt and Mr. Apolinar Mendoza. Mr. Cavazos <br />informed the audience that the three residents of San Marcos <br />would be honored later in the month at a special ceremony in <br />Austin. <br /> <br />The Mayor read the caption of an ordinance as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, AMEND- <br />ING SECTION 3 OF THAT ORDINANCE WHICH <br />REGULATES AND RESTRICTS THE LOCATION <br />AND USE OF BUILDINGS, STRUCTURES AND <br />LAND, DATED MAY 23, 1966 (VOL. 32) BY <br />CHANGING THE ZONING OF 12.64 ACRES IN <br />J. M. VERAMENDI SURVEY NUMBER TWO, <br />FURTHER DESCRIBED BY METES AND BOUNDS <br />IN ATTACHED "EXHIBIT A", AND LOCATED <br />AT THE CORNER OF RIVER ROAD AND BUGG <br />LANE, FROM "R-l" (SINGLE FAMILY <br />RESIDENTIAL) TO "D" (MULTIFAMILY). <br /> <br />Mr. Hansen moved the ordinance be adopted on third and final <br />reading. Mr. Hyatt seconded the motion which passed <br />unanimously. <br /> <br />Mr. Aart Millecam of the Community Action Agency came before <br />the Council with a presentation on problems experienced in <br />the weatherization program conducted by that Agency. I <br />Mr. Millecam told the Council that the guidelines from the <br />Department of Energy were based on nationwide situations and <br />that they did not take into consideration special circumstances <br />occurring in many of the Southern states. Mr. Millecam asked <br />the Council to authorize the drafting of a resolution to be <br />sent to the Department of Energy encouraging that regional <br />guidelines be prepared to take into account the differences <br />in home construction in Southern and Northern states. Council <br />agreed, by common consent, to consider such a resolution at <br />its next regular meeting. <br /> <br />The Mayor read the caption of a resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, <br />RATIFYING APPROVAL OF A CONTRACT FOR <br />THE CONSTRUCTION OF A MENTAL HEALTH- <br />MENTAL RETARDATION SERVICE CENTER AND <br />RELATED ITEMS. <br /> <br />Mrs. Kathleen Morris informed the Council that Hays County <br />Commissioners Court had approved an allocation of $4,000 <br />towards construction of the Mental Health/Mental Retardation <br />Service Center to be presented on January 1, 1979. She said <br />the estimated completion date for the service center would be <br />some time in February. Mr. Hyatt moved the resolution be <br />adopted. Mr. Sutton seconded the motion which passed <br />unanimously. <br /> <br />I <br /> <br />The Mayor read an ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF <br />THE CITY OF SAN MARCOS, TEXAS, AMEND- <br />ING ARTICLE II, SECTION B, "DEFINITIONS", <br />SUBSECTION 39, "SUBDIVISIONS", AND DE- <br />CLARING AN EMERGENCY. <br />
