The Mayor citing a proclamation issued by Governor Dolph Briscoe in observance of "Older Texans Month" presented special certificates of appreciation to Mrs. Katherine Steen Hardeman, Ml'S. Tula Townsend Wyatt and Mr. Apolinar Mendoza. Mr. Cavazos informed the audience that the three residents of San Marcos would be honored later in the month at a special ceremony in Austin. The Mayor read the caption of an ordinance as follows: I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMEND- ING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF 12.64 ACRES IN J. M. VERAMENDI SURVEY NUMBER TWO, FURTHER DESCRIBED BY METES AND BOUNDS IN ATTACHED "EXHIBIT A", AND LOCATED AT THE CORNER OF RIVER ROAD AND BUGG LANE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "D" (MULTIFAMILY). Mr. Hansen moved the ordinance be adopted on third and final reading. Mr. Hyatt seconded the motion which passed unanimously. Mr. Aart Millecam of the Community Action Agency came before the Council with a presentation on problems experienced in the weatherization program conducted by that Agency. I Mr. Millecam told the Council that the guidelines from the Department of Energy were based on nationwide situations and that they did not take into consideration special circumstances occurring in many of the Southern states. Mr. Millecam asked the Council to authorize the drafting of a resolution to be sent to the Department of Energy encouraging that regional guidelines be prepared to take into account the differences in home construction in Southern and Northern states. Council agreed, by common consent, to consider such a resolution at its next regular meeting. The Mayor read the caption of a resolution as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RATIFYING APPROVAL OF A CONTRACT FOR THE CONSTRUCTION OF A MENTAL HEALTH- MENTAL RETARDATION SERVICE CENTER AND RELATED ITEMS. Mrs. Kathleen Morris informed the Council that Hays County Commissioners Court had approved an allocation of $4,000 towards construction of the Mental Health/Mental Retardation Service Center to be presented on January 1, 1979. She said the estimated completion date for the service center would be some time in February. Mr. Hyatt moved the resolution be adopted. Mr. Sutton seconded the motion which passed unanimously.
