178 regular meeting, june 19, 1978 page two The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE WHICH ESTABLISHED NEW 1978 RATES FOR ELECTRICAL UTILITIES IN THE CITY OF SAN MARCOS, SAID ORDINANCE BEING FILED IN VOL. 48 AT PAGE 151 OF THE MINUTES OF THE CITY COUNCIL, BY ESTABLISHING A NEW EFFECTIVE DATE, AND DECLARING AN EMERGENCY. I The City Attorney read the ordinance in its entirety. Mr. Hyatt moved the ordinance be approved on emergency on first reading. Mr. James seconded the motion which was unanimously approved. The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED MAY 23, 1966 (VOL. 32) BY CHANGING THE ZONING OF LOT 26, BLOCK 1 OF THE ZACK WILLIAMSON ADDITION, LOCATED AT THE CORNER OF MARL TON AND BAYLOR AVENUE, FROM "R-l" (SINGLE FAMILY RESIDENTIAL) TO "c" (COMl'1ERCIAL). I Mr. Sutton moved the ordinance be approved on second reading. Mr. Hyatt seconded the motion. On roll call, the following vote was recorded: AYE: Arredondo, Breihan, Hansen, Cavazos, Hyatt, Sutton NAY: James The Mayor read the caption of an ordinance as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 21 OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS, ENTITLED;"PUBLIC SAFETY", SAID ORDINANCE BEING RECORDED IN VOLUME 45, PAGE 172 OF THE MINUTES OF' THE CITY COUNCIL; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Sutton moved the ordinance be approved on second reading. Mr. Hyatt seconded the motion which was unanimously approved. I The Mayor introduced for discussion the City's involve- ment in the proposed Southwest Scenic Parkway. Mr. Cavazos reported that the proposed scenic trail would begin in Granbury, Texas and in San Marcos. He said the City would not be financially obligated and that the first federal funding for the program would be for the Young Adult Conservation Corps to employ persons to clean and beautify public grounds. None of the Council Members opposed the San Marcos participation in the Southwest Scenic Parkway.
