Gratz; Robert Rice; Betty Richards; Larry <br />Murphree; Terry Roberts; Larry Carlson; Allen King; Pat Black; <br />Jerri Martin; and others. <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Mayor Craddock issued proclamations in observance of "Cinco de Mayo - Spring Festival" <br />and Speech and Hearing Awareness Week. <br /> <br />I <br /> <br />The Minutes of the Regular Meeting held April 11, 1977 were approved on motion of <br />Mayor Craddock and second of Mr. James. The Minutes of the Special Meeting held <br />April 18 were approved on motion of Mr. Hansen and second of Mr. Cavazos. <br /> <br />By common consent the Council considered Item #5 of the Agenda out of order since <br />all participants in the discussion scheduled as Item #4 were not yet present. The <br />Mayor read an Ordinance having the following caption: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTION TWO OF THAT ORDINANCE, WHICH PROVIDES FOR A JOB <br />CLASSIFICATION AND SALARY SCHEDULE FOR THE PUBLIC SAFETY DIVISION <br />OF THE CITY OF SAN MARCOS. <br /> <br />i,' <br />'... <br /> <br />Mayor Craddock moved the Ordinance be approved on first reading. M<'. James seconded <br />the motion. The City Manager explained that the revision was necessitated by the <br />fact that a supervisor may makes less than an employee supervised by that person and <br />the ine'luity had created a morale and discipline problem. He further stated that the <br />30 month step in the plan should be eventually deleted and informed the Council that <br />the current proposed revision could be funded out of the present budget. Mr. Sutton <br />stated that he was opposed tow~evising the budget, especially since there were still <br />ine'luities in the police and fire salaries. Mr. Cavazos suggested the Council wait <br />to correct the present problem until the newbbugget was prepared. On roll call, the <br />motion to approve the Ordinance on first reading passed with the following vote: <br /> <br />AYE: Craddock, Hansen, James, Arredondo, Breihan <br />NAY: Sutton, Cavazos. <br /> <br />I <br /> <br />The Mayor introduced a discussion of improvements to the Westover area, a Community <br />Development project. James C. Varnell, representative of Forrest and Cotten, and <br />Leon Barba, representative of James Byrn & Associates, discussed the right-of-way <br />re'luirements for improvements to Bishop Street. Mr. Barba stated the projected <br />improvements included making Bishop and Prospect streets 45', back of curb to back <br />of curb, and all other streets to be improved in the area 37' , back to back. He <br />said that the interior streets re'luired minor right-6f-way aC'luisition, that Frospect <br />Street would re'luire about 20' more right-of-way with no houses to be moved, and <br />that Notth Bishop present.!y had 40 to 50' right-of-way and needed 80' if the street <br />were widened to a 45' street. Mr. Barba reported a 80' right-of-way would re,~ire few <br />construction easements and that the street could be widened to 45' with a 60' right-of- <br />way but that the narrower right-of-way would necessitate aC'luiring more construction <br />easements. He said that South Bishop would need 8060' right-of-way (curr,entl:\' having a <br />40' right-of-way) and construction easements. Residents of South Bishop BtreE!t who <br />
