<br />49 <br /> <br />regular meeting, june 13, 1977 <br /> <br />page two <br /> <br />Mr. Cavazos moved the Ordinance be approved on second reading. Dr. Craddock <br />seconded the motion, which passed unanimOUSly. <br /> <br />The Mayor introduced for discussion a proposal from the Chamber of Commerce for <br />location of a new chamber office on property located behind the police station <br />and designated as the site for a museum. Mr. Gordon Thompson, Chamber Manager, <br />told the Council that the Chamber was willing to purchase approximately 5,000 square <br />feet of the tract, enough for construction and landscaping of a building, and that <br />the Chamber would construct a parking area on adjacent city property to be used by <br />persons having business with the Chamber or using recreational facilities along the <br />River. Dr. Craddock requested consideration of a long term (not more than 50 years) I <br />lease, with all improvements reverting to the City in the event the lease were not <br />renewed or were broken. Dr. Craddock moved the city staff, the Mayor and representa- <br />tives of the Chamber meet to come to terms for an agreement to be presented to the <br />Council at a later date. Mr. James seconded the motion, which passed unanimously. <br /> <br />Mayor Arredondo introduced discussion of an' agreement with Texas Museum of History, <br />Inc. for continued use of the old city hall building located on Guadalupe Street <br />as a museum. Mrs; Catherine Johnson, president of the museum board of directors, <br />came before the Council to request provision of the building as a cultural center <br />and also to request funds from Revenue Sharing Entitlement #9 for renovation. Mrs. <br />Johnson said the probability of construction of a new facility in the near future was <br />not very great, that the museum officials were generally pleased with using the old <br />city hall, but that they were very concerned with the condition of the roof and the <br />damage to artifacts from water leaking through the roof. Mr. Sutton stated his con- <br />tention that the city had the obligation to maintain the building in good condition as <br />long as it was a public building, owned by the city. Dr. Craddock said she wished the <br />building to be preserved if at all possible. She moved to direct the staff to prepare <br />a lease agreement for consideration at the earliest date. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, APPROVING A 20 <br />YEAR LEASE AGREEMENT FOR THE "COMAL RECREATION CENTER", llETWEEN THE CITY OF <br />SAN MARCOS AND THE KING DAVID MASONIC LODGE NO. 33 AF-AM, AND AUTHORIZING <br />THE MAYOR OF THE CITY COUNCIL OF SAN MARCOS, TEXAS, TO EXECUTE SAID LEASE <br />AGRE~T ON BEHALF OF THE CITY. <br /> <br />I <br /> <br />James Smith and Charley Williams came before the Council as representatives of the <br />King David Masonic Lodge. At their request, the Ms,yor directed the staff to inventory <br />the contents of the building. Mr. James moved the Resolution be approved and the <br />lease agreement drawn to provide for payment of $1.00 per year as rent. Mr. Hansen <br />seconded the motion, which passed unanimously. <br /> <br />The Mayor read the caption of a Resolution as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING <br />A CONTRACT FOR BUS STOP BENCHES BETWEEN THE CITY OF SAN MARCOS AND MR. JULIUS <br />SADOWSKY, JR., DOING BUSINESS UNDER THE FIRM NAME "BUS STOP ADS", AND AUTHORIZING <br />THE MAYOR OF THE CITY COUNCIL OF SAN MARCOS TO EXECUTE SAID CONTRACT'ON BEHALF <br />OF THE CITY. <br /> <br />Dr. Craddock moved the Resolution be adopted. Mr. Cavazos seconded the motion, which <br />pa?sed unanimously. Mr. James requested the staff look into an agreement between the <br />city and the bus company for street use and the Mayor directed the City Manager check <br />the agreement between that company and the City of Austin. The motion to approve <br />the Resolution was unanimously approved. <br /> <br />The Mayor introduced for consideration Item #15, a.proposed ordinance for regulation <br />of massage parlors. The City Attorney informed the Council that more work needed to I <br />be done on the ordinance before it could be considered. Mr. Carlos Rodriguez, Jr. and <br />~. James Braden came before the Council as representatives of St. John's Parish Council <br />to express the support of their Council for regulation of massage parlora. Councilman <br />James requested the ordinance be drawn to delete the educational requirement and to <br />add that facilities should be segregated by sex.
