95 regular meeting, august 1, 1977 page two The Mayor read the caption of a resolution as follows: A RESOWTICtiI OF THE CITY COUNCIL OF THE CITY OF SAN MARCCS, TEXAS, APPROVING THE SUBMISSICtiI OF A GRANT APPLICATICtiI TO THE FARMER'S HCX>1E ADMINISTRATION FOR THE PURPOSE OF EXTENSION OF UTILITIES TO AN INDUSTRIAL SITE: AGREEING TO THE CONDITICtilS SPECIFIED FOR CCtilSIDERATICtiI OF sum GRANT APPLICATICtiI; AND AUTHORIZING THE CITY MANAGER TO PREPARE AND SUBMIT SUCH APPLICATION. Mr. Hansen rroved the Resolution be adopted. Mr. Jarres seconded the motion. Richard MJ=is, representative of the Fanuer's Hare l\dministration, carre before the Council to inform than that they must agree to maintain the utility lines financed through the grant and retain such facilities in the City's possession. Mr. Breihan requested the ColIDCil set a consistent policy for the extension of utilities to sites outside the City limits. He reminded than that it was City policy not to extern utilities outside City limits nor to sell water outside the City limits. He also pointed out there was not enough water n= to supply the needs of businesses locating outside the City limits. Also requesting consideration of a policy to service areas outside the City limits was Bob Boyd. Gordon Hyatt representing the Industrial Foundation pointed out the City had first discussed annexing the"property to be served in order to extend the utilities and then disannexing the property as a concession to prospective industries and businesses. On roll call the foll=ing vote was recorded on the rrotion to adopt the resolution. I AYE: Cavazos, Craddock, Arredondo, Hansen, James, Sutton NAY: None ABSTAIN: Breihan Mr. Sutton requested the council discuss the policy of extension of utilities to sites outside the city limits at the next council workshop. I Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the rrotion. Mr. Larry Murphrey, Municipal Court Judge, came before the Council to report that the new tickets containing the revised fine schedule as approved by the City Council on April 25, 1977 had been received and were ready to issued pending adoption of the resolution. He, reminded than that the fines had been revised in resp::mse to citizen canplaints. On roll call the motion to adopt the resolution was passed with the foll=ing vote. Dr. Craddock moved the resolution be adopted. Mr. Hansen seconded the motion I which passed unanirrously. At 8:20 p.m. the Council recessed to Executive Session on rrotion of Mr. Hansen and second of Mr. James. The Council reconvened in Regular Session at 9 :45 p.m. on rrotion of Mr. Hansen and second of Dr. Craddock. The Mayor reported that the Cotlncil had met to discuss personnel matters including the evaluation of Council appointed positions and benefits extended to the new City Manager.
